About this opportunity

The Bureau of Reclamation is soliciting quotes for comprehensive ecological monitoring and research services in the Sacramento-San Joaquin Delta and Suisun Bay to assess the effects of Central Valley Project operations on hydrological, biogeochemical, sediment, and ecological characteristics. The contractor will operate and maintain an existing network of 36 monitoring stations, collecting high-frequency data on flow, water level, velocity, temperature, specific conductance, turbidity, pH, dissolved oxygen, chlorophyll, nutrients, and phytoplankton species composition using specialized equipment including YSI EXO2 multiparameter sondes and acoustic Doppler velocity meters. Key requirements include discrete water sample collection every 4-8 weeks for laboratory validation, real-time data posting to public repositories, quarterly data summaries with Tableau visualizations, and maintaining turbidity-suspended sediment rating curves. The evaluation will be conducted under Federal Acquisition Regulation provisions 52.212-2 for commercial services, assessing technical proposals, pricing information, and past performance references. Quotes are due by 3:00 PM PDT on August 29, 2025, with no separate written solicitation to be issued.

This procurement is designated as a Women-Owned Small Business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million, following an amendment that changed the original open market designation. The current monitoring services are provided by USGS under a task order, but Reclamation is seeking to potentially replace or supplement these services through this solicitation. The contract structure is a hybrid Time & Materials and Firm-Fixed Price arrangement covering a 13-month performance period from October 1, 2025, through October 31, 2026, with no option years included. The work involves extensive field operations requiring boats, specialized monitoring equipment, laboratory analysis of 1,170 Delta sediment samples and 34 Bay sediment samples, and annual dive services for equipment maintenance. Performance will occur across multiple locations in the Sacramento-San Joaquin Delta and Suisun Bay region, including Sacramento/Sherwood Harbor, Rio Vista, Antioch, and Benicia, with contractors expected to obtain necessary permits and provide their own database platforms for data management.
