About this opportunity

The Selective Service System seeks design, development, validation, and delivery of a Government-owned readiness simulation tool modeling end-to-end mobilization processes, with proposals and questions due August 14 and July 28, 2026, respectively. This is a Total Small Business Set-Aside procurement.

Place of performance is Arlington, Virginia. The contractor must deliver a discrete-event simulation system operating within SSS-designated cloud environments that models six Mission Essential Functions (Registration, Selection, Notification, Delivery, Classification, and Alternative Service Program), supports configurable scenarios, provides decision-support analytics, and achieves complete Government ownership and sustainment. Technical requirements include compliance with FISMA Moderate, NIST SP 800-53, FIPS 140-3, EO 14028, Microsoft Entra ID authentication with MFA for administrative access, Section 508 accessibility, and delivery of full source code, build pipelines, Infrastructure-as-Code Terraform artifacts, and Software Bill of Materials. The system must achieve 99.9% uptime, 24-hour critical defect remediation, and one-hour incident response acknowledgment. All Commercial Off the Shelf licensing costs must be separately priced and Government-approved with no recurring licensing dependency. The NAICS code is 541512, Computer Systems Design Services; FSC is DA01.

The contract comprises six firm-fixed-price CLINs: Environment Onboarding & Requirements Elicitation (0001), Model Architecture & Core Prototype (0002), Full Model Build (0003), Dashboard, Analytics, Security Testing & Delivery (0004), Formal Delivery & Government Acceptance (0005), and Licensing for 2 units (0006), with optional Post-Delivery Support, Training & Knowledge Transfer (1001). Period of performance is six to twelve months depending on validated requirements. Evaluation weighs Technical Capability and Demonstration (significantly more important), Past Performance, and Price. Vendors must submit five volumes: Administrative Documentation, Technical Narrative (70-page limit, resumes and compliance matrix excluded), Past Performance questionnaire (one reference required), Price Proposal, and Contract Documentation including FAR 52.204-24 representations. Vendors may submit demonstrations of prior completed work or notional examples; a single consolidated demonstration phase applies. Amendment 2 added CLIN 0006 for licensing and incorporated Government responses to vendor questions.
