52.212-2 ADDENDUM-EVALUATION-COMMERCIAL ITEMS (DEC 2006)
Paragraph (a), Evaluation:
I. BASIS FOR AWARD:
1. The Government intends to award one firm-fixed price contract resulting from this solicitation to the responsible vendor whose quotation represents the best value to the Government.
2. Award will be based on a comparative assessment of quotations using the evaluation factors identified below. The Government may award to other than the lowest-priced vendor when the perceived benefits of a higher-rated quotation justify any associated price premium.
3. The Government intends to evaluate quotations and make award without unnecessary exchanges. However, the Government reserves the right to conduct clarifications or exchanges if determined to be in the Government’s best interest.
(b) Evaluation Factors:
The Government will evaluate quotations using the following factors:
1. Technical Capability and Demonstration
2. Past Performance
3. Price
Technical Capability and Demonstration, when combined with Past Performance, are significantly more important than Price. As quotations become more equal in technical merit and performance risk, Price will become increasingly important in the award decision.
Factor 1 – Technical Capability and Demonstration
The Government will evaluate the Offeror's demonstrated understanding of the requirement and its ability to successfully provide the commercial readiness simulation solution described in the Performance Work Statement (PWS).
The evaluation will consider the information submitted in the Technical Quotation together with the results of the Government-conducted demonstrations.
Areas of evaluation include, but are not limited to:
Demonstrated understanding of the requirement.
Compliance with the PWS.
Functional capabilities of the proposed commercial solution.
Ease of use and user interface.
System configuration and administration.
Reporting and analytical capabilities.
Security features and data protection.
Implementation approach and project schedule.
Training and knowledge transfer.
Overall technical merit and performance risk.
Demonstration Evaluation
The Government may invite Vendors whose written quotations are determined to be among the most highly rated to participate in a two-stage demonstration.
Stage 1 – Capability Demonstration
Vendors will demonstrate the capabilities and functionality of their proposed commercial solution using Government-provided demonstration guidance.
Stage 2 – Operational Scenario Evaluation
Vendors may be invited to demonstrate how their proposed solution performs Government-developed operational scenarios representative of the agency's mission requirements.
The demonstrations will be evaluated as part of the Technical Approach/Capability factor and will validate the capabilities represented in the written quotation.
Failure to participate in a requested demonstration, or failure to demonstrate the capabilities represented in the quotation, may adversely affect the Government's evaluation.
Factor 2 – Past Performance
The Government will evaluate the relevance and quality of the Vendor's recent past performance on contracts of similar size, scope, and complexity.
The Government may use information obtained from:
References submitted by the Vendor.
Contractor Performance Assessment Reporting System (CPARS), if available.
Other sources deemed relevant by the Government.
A Vendor without a record of relevant past performance will receive a neutral assessment and will not be evaluated either favorably or unfavorably.
Factor 3 – Price
The Government will evaluate proposed prices for reasonableness, completeness, and balance.
The Government may compare prices among Vendors, to the Independent Government Cost Estimate (IGCE), historical pricing, market research, or other methods authorized by FAR Part 13 to determine whether proposed prices are fair and reasonable.
(c) Comparative Assessment
The Government will perform an integrated assessment of all evaluation factors in determining the quotation representing the best value.
Selection may be made to a Vendor whose quotation is not the lowest-priced if the Government determines that the additional technical merit, demonstrated capability, or reduced performance risk warrants the additional cost.
(d) Award
The Government reserves the right to:
Award without conducting exchanges;
Conduct clarifications or exchanges if determined to be in the Government's best interest;
Invite Vendors to participate in the Government-conducted demonstrations;
Reject any or all quotations if such action is determined to be in the Government's best interest.
The Contracting Officer's award decision will be documented in the contract file and will represent the quotation determined to provide the best overall value to the Government.
(e) ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
The Vendor will be evaluated to assess whether an actual or potential OCI exists as defined by FAR Part 9.5. If an actual or potential OCI is identified that cannot be mitigated, avoided, or resolved in accordance with FAR Part 9.5, that Vendor may be ineligible for award.
(f) RESPONSIBILITY DETERMINATION
Prior to award, the Government may consider all information available concerning the Vendor’s responsibility, including financial capability, integrity, performance record, and ability to successfully perform the contract.
File details come from the government source that posted it. Updated .
