About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is soliciting Materiel Fielding and Medical Liaison Support Services for the Capability Program Executive—Ground (Soldier Systems) and Project Manager Soldier Medical Devices, with proposals due August 16, 2026 at 10:00 AM EST. The procurement is a Total Small Business set-aside, limiting competition to certified small businesses.
This is a re-posted solicitation reopened July 13, 2026 for 30 days to implement corrective action following a Court of Federal Claims protest. Amendment 0006, issued September 3, 2026, made administrative updates to align security clearance language in Sections L and M and PWS Section C.4.16 with published Question and Answer responses; this amendment does not reopen the solicitation or extend the deadline. Prior amendments (0003 through 0005) added revised submission instructions and updated Q&A documents. Questions closed July 21, 2026.
Place of performance is Fort Detrick, Maryland (primary location 693 Neiman Drive), with performance also at Fort Bragg, Fort Carson, Fort Hood, Fort Campbell, Joint Base Lewis-McChord, Joint Base Elmendorf-Richardson (Alaska), and Daenner Kaserne (Germany). The incumbent contractor is ERPROSOURCE360 LLC under contract W911QY-25-C-A047.
The base contract period runs September 2, 2026 through September 1, 2027, followed by four 12-month option periods and one six-month option period, for a maximum duration of 5.5 years. The contract structure is hybrid firm fixed-price labor plus cost-reimbursement for travel and other direct costs. NAICS 541990; PSC R706. Total evaluated price across the full period is $2.64 million, with baseline staffing of 39 full-time equivalents (73,320 annual hours) and surge capacity options.
Contractor must maintain a Secret facility clearance accredited in the National Industrial Security System and provide proof that all key personnel have active DISS/NBIS records with minimum Secret eligibility. CMMC Level 1 certification is required at proposal submission; Level 2 is not required. All contractor personnel must complete DoD Cyber Awareness, HIPAA/Privacy Act, and AT/OPSEC training. The work involves processing Controlled Unclassified Information through government-furnished systems only. An Organizational Conflict of Interest mitigation plan is required; this work is categorized as Category 2 (Program and Administrative Support).
Evaluation uses three factors: Technical Approach (Factor 1, most important), Past Performance (Factor 2), and Price (Factor 3, least important). Technical evaluation assesses Management Approach (Program Management Plan, Quality Control Plan, Incoming Transition Plan) and Fielding Support capabilities spanning program management, management analysis, logistics analysis, fielding operations execution, medical liaison support, and transportation coordination. Past performance references must be from the past seven years. The Government will conduct best-value evaluation and reserves the right to award on initial submissions without discussions.
Proposals must include Secret facility clearance verification and CMMC Level 1 certification in Phase I. Pricing uses fully burdened labor rates with government-estimated travel and other direct costs calculated on a 1,880-hour work-year basis. The contract is rated under the Defense Priorities and Allocations System (DPAS). Invoicing and receiving reports must be submitted monthly through Wide Area Workflow (WAWF).
