About this file
This is Amendment 0005 to a Request for Proposals (RFP) for Materiel Fielding and Medical Liaison Support Services issued by the U.S. Army Contracting Command. The amendment extends the proposal submission deadline from August 13, 2026 to August 16, 2026 at 10:00 AM Eastern Time to clarify proposal submission requirements for offerors maintaining existing proposals following Amendment 0004. Offerors electing to maintain existing proposals (Option 1) need only submit an updated Volume 1 (Administrative) with revised representations and certifications plus the signed Amendment 0004 acknowledgment, superseding previous "all-or-nothing" resubmission rules. Offerors submitting new or revised proposals (Option 2) must continue submitting all proposal volumes in their entirety, with no piecemeal submissions accepted.
The base contract period runs from September 2, 2026 through September 1, 2027, followed by four 12-month option periods and a six-month extension. The Government will evaluate proposals on a best-value basis using three factors: Technical (Factor 1, most important), Past Performance (Factor 2), and Price (Factor 3, least important). Technical evaluation includes Management Approach (Program Management Plan, Quality Control Plan, and Incoming Transition Plan) and Fielding Support capabilities across program management, management analysis, logistics analysis, fielding operations execution, medical liaison support, and transportation coordination. Proposals must include Secret facility clearance verification, CMMC Level 1 Certification, and organizational conflict of interest mitigation. Evaluation ratings use color-coded scales from Blue (Outstanding) to Red (Unacceptable), with proposals requiring at least Acceptable technical ratings and Neutral or higher past performance confidence ratings to receive award consideration. Price proposals must be fair and reasonable per FAR 15.404 using fully burdened labor rates with government-estimated travel and other direct costs calculated on a full-time equivalent work year basis of 1,880 hours per labor category.

If the Offeror's proposal contains material meeting this description which is customarily maintained in confidence in the course of the Offeror's business and is not otherwise publicly available, and if the Offeror does and is not otherwise publicly available, and if the Offeror does not want it disclosed to the public, they shall mark the title page with the legend that follows:
"This proposal, furnished in response to Solicitation No. W911QY-26-R-A007 contains trade secrets and/or privileged or confidential commercial or financial information. This information shall not be released or disclosed outside the Government under the Freedom of Information Act (5 U.S.C. 552) or under any other circumstances."
Proposals so marked will be accepted by the Government in confidence and will not be released provided the Offeror and/or Government can show, upon request under the Freedom of Information Act, that the disclosure would either impair the Government's ability to obtain necessary information in the future or cause substantial harm to the competitive position of the offeror.

Past Performance Assessment Questionnaire: The offeror shall send out up to but no more than three (3) Past Performance Assessment Questionnaires (PPAQs) to each of the Points of Contact (POCs) identified in the Past Performance Volume. Only one PPAQ is needed per Past Performance. The POCs should submit completed questionnaires directly to the government POCs at usarmy.apg.acc.mbx.smd-material-fielding@army.mil no later than the proposal submission deadline specified in the RFP. The Subject Line of the emailed questionnaire submission shall be: "PPAQs RFP # W911QY-26-R-A007 - (Offeror's Company Name)" as specified in the questionnaire.
The offeror may add its own transmittal letter to provide an offeror representative name and telephone number in case questions arise from the POC receiving the questionnaires.
Completed PPAQs are considered source selection sensitive and not releasable to anyone other than government personnel and the offeror whose performance is being evaluated.
Copies of the PPAQs shall not be included in the offeror's proposal and do not count towards the Past Performance page count. Preferred Government points of contact are, in order of descending preference: the COR, Program Manager/Government Lead, PCO, or ACO, if applicable. For work performed on a government contract, questionnaires shall be sent to a government POC, regardless of the offeror's participation in the referenced contract as a prime- or sub-contractor.
For non-government contracts, the suggested order of precedence is Contractor program or project manager followed by contract manager. Offerors shall include in the past performance volume a list of all the POCs who were sent questionnaires. The POC list shall be submitted in Table Format to include the following fields:
a. RFP Number
b. Offeror Company Name
c. Contract Number
d. Government Agency
e. Point of Contact: Last Name, First Name; Title; Telephone Number; e-mail address
f. Date the questionnaire was sent to Point of Contact (month/day)
L.6.3. Recent Contracts. In determining "recency," the Government defines "recency" as contracts performed, all or in part, during the past 7 years and 6 months from the date for submission of the contract proposal.
L.6.4. Relevant Contracts. In determining "relevancy," the Government defines "relevancy" as contracts that are most similar to this overall effort as stated in the Performance Work Statement.
Some of the factors in determining similarity include: the nature and extent of the work involved and how the effort is similar to that scope required in the Performance Work Statement, skill sets required, project complexity, Security Classification requirements, number of employees required, contract dollar value, contract duration, and supported organization.
L.6.5. Past Performance Information regarding Subcontracting. For proposed subcontractors, recency and relevancy is defined as above, but only in the area of expertise the subcontractor is projected to actually perform under this contract, (i.e. specific areas in the Performance Work Statement/labor categories).
L.7.0. Phase II VOLUME VII: PRICE (FACTOR 3).
L.7.1 Price Proposal. All price information shall be addressed within the price volume only. The Government will evaluate each Offeror's proposal to determine the Total Evaluated Price (TEP).
The TEP consists of the Offeror's fully burdened labor rates proposed in Pricing Sheet (Attachment 0008) that includes a Government estimated Travel and ODC amount, to include all years and option years for the entire contract performance period. The TEP is a calculation of the full-time equivalent work year (defined as 1880 hours) for each labor category to determine price reasonableness (to include the Governments estimate of Travel and ODC costs) and will be used for proposal analysis only. The contractor shall propose pricing for a possible six-month extension IAW FAR 52.217-8. Offerors shall include a pricing narrative to explain the overall proposed pricing. This narrative must detail the rationale behind pricing decisions. Offerors should ensure their narratives align with the pricing structure outlined in their proposals.
The Government anticipates a base period of performance from 02 September 2026 through 01 September 2027, followed by four 12 month option periods, and a separate 52.217-8 six (6) month extension. Dates provided in this solicitation are for pricing and proposal evaluation only.
Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
Section M
M.1.0 Phase I
M.1.1 Facility Clearance (VOLUME II)
The Prime Offeror must possess a Secret Facility Clearance accredited in the National Industrial Security System (NISS) at the time of initial proposal submission. The Offeror must also provide proof that all key personnel have an active DISS/NBIS record with the minimum eligibility level of Secret. (PWS C.4.16).
Proposals will be rated as Acceptable or Unacceptable based on the submission of a certified memorandum confirming current facility clearances and an active DISS/NBIS record with the minimum eligibility level of Secret for all key personnel. If the Offeror fails to demonstrate compliance, their proposal will be deemed Unacceptable, and no additional volumes will be evaluated, making this proposal ineligible for award.
M.1.2 CMMC Requirement (VOLUME III)
A CMMC Level 1 Certification is required at the time of proposal submission for eligibility for award. The Offeror must provide a copy of the certification .(PWS C.4.26.1)
Proposals will be rated as Acceptable or Unacceptable based on the presence of the CMMC Level 1 Certification. Failure to provide this certification will result in an Unacceptable rating, and no further evaluation will occur, making this proposal ineligible for award.
M1.3 Organizational Conflict of Interest Declaration/Mitigation Plan (Volume IV) (Attachment 0002)
OCI Certification: The Offeror must identify and address all real or apparent OCIs involving itself, its subcontractors, partners, or any third party during the performance of this contract. The Offeror must either certify that no such OCIs currently exist, or provide details for any identified OCIs along with a notional OCI mitigation plan IAW Attachment 0002.
Proposals will be rated as Acceptable if they include: A certified declaration of "no current OCI" and a completed Attachment 0002. If on Attachment 0002 the Offeror certifies as having a real or apparent OCI, a notional OCI mitigation plan is required and will be evaluated as to if it adequately addresses OCI concerns. If the declaration or mitigation plan is found to be Unacceptable, the proposal will be eliminated from consideration, and no further volumes will be evaluated, making this proposal ineligible for award.
M.2.0 Phase II
M.2.1. Best Value Introduction
Introduction: This section outlines the criteria the Government will use in evaluating the Offeror's capabilities and proposal for the Materiel Fielding and Medical Liaison Support Services support contract. The Government will compare each Offeror's proposal elements against the predetermined evaluation criteria related to the Government's requirement defined herein. This is a competitive, best value, trade-off process, source selection.
M.2.2 Evaluation Ratings Assignment
The Government will evaluate all proposals received against Technical (Factor 1), Past Performance (Factor 2), and Price (Factor 3). A Combined Technical/Risk Rating will be used to evaluate Factors 1. Factor 2 will receive an overall confidence level rating. Factor 3 will not be given a color rating or score, but rather be evaluated to determine if the price is fair and reasonable.
M.2.2.1 Factor Evaluation Matrix
Table 1. Factor/Subfactor Evaluation Matrix
Evaluation Item Factor/Subfactor Evaluation
Technical Factor 1 Combined Technical/Risk Rating
Management Approach Subfactor 1 Combined Technical/Risk Rating

M.2.2.2 Evaluation Scales
Factors 1 and Subfactors 1 through 2 Evaluation Scale
Factor 1, including Subfactors 1 through 2, will be evaluated based on the following rating scale:
Table 2. Combined Technical / Risk Ratings
COMBINED
TECHNICAL
/RISK
RATINGS
Color Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is not awardable.
Deficiencies and weaknesses, referred to in above descriptions ratings, are defined as set forth in FAR 15.001. This is a combined Technical/Risk rating. As such, the level of risk to unsuccessful performance will be assigned per the color rating definitions contained within the above table and not given a separate rating. For example, a proposal can be low risk and still receive a blue or purple rating.
M.2.2.2.1 Findings Definitions
Significant Strength. An aspect of an offerors' proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Strength. An aspect of an offerors' proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness. A flaw in the proposal that increases the risk of unsuccessful contract performance.
See FAR 15.001.
Significant Weakness. A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
Deficiency. A material failure of a proposal to meet a government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
Uncertainty. Any aspect of a non-cost/price factor proposal for which the intent of the offeror is unclear (e.g., more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission or mistake).
M.2.2.3 Factor 2 Evaluation Scale
The Government will evaluate the quality of the Offeror's past performance of the efforts that meet the recency criteria and relevancy criteria as described in Section L, in order to determine the Government's overall level of confidence in the Offeror's ability to successfully perform the required effort.
The Government will review all information submitted by the Offeror to ensure they meet the required recency timeframe. Those efforts that do not meet the recency requirements or determined to be not relevant will not be evaluated further.
The Government will evaluate the quality of the Offeror's past performance (that meet the recency and relevancy criteria described in Section L) in order to determine the Government's overall level of confidence in the Offeror's ability to successfully perform the required effort. The Government is not limited to these resources.
M.2.2.3.1 Confidence Ratings. The Confidence Ratings with definitions that will be utilized are contained below:
Table 3. Performance Confidence Assessments
Performance Confidence Assessments
Rating Definition
Substantial Confidence
Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort
Satisfactory Confidence
Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
M.2.2.3.2 Relevant Contracts.
Adjectival Rating
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this RFP requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this RFP requires
Somewhat
Present/past effort involved some of the scope and magnitude of effort and complexities this RFP requires.
Not
Present/past effort involved little or none of the scope and magnitude of effort and complexities this RFP requires.
M.2.2.3.3 Recent Contracts.
In determining "recency," the Government defines "recency" as contracts performed, all or in part, during the past 7 years and 6 months from the date for submission of the contract proposal.
M.3.0 Relative Order of Importance
Tradeoffs will be accomplished between non-price factors and Price. The factors are listed in order of importance with Factor 1, Technical, being the most important, and Subfactor 1, Management Approach being the most important subfactor within the factor:
Factor 1 - Technical (Technical Factor, Factor 1, is the most important factor)
Subfactor 1 - Management Approach (Subfactor 1 is more important than Subfactor 2.)
Subfactor 2 - Fielding Support
Factor 2 - Past Performance (Past Performance, Factor 2, is less important than Technical, Factor 1, but more important than Price, Factor 3.)
Factor 3 - Price (Price, Factor 3, is the least important factor)
Factor 1 - Technical is the most important factor. All evaluation Factors other than Price, when combined, are "significantly more important" than Price.
M.4.0 Basis for Award
Contract award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors. To receive consideration for award, Factor 1 - Technical must receive an overall ratings of "Acceptable" or higher. Furthermore, Factor 2 - Past Performance must receive an overall confidence rating of Neutral, Satisfactory or higher to receive consideration for award. If Factor 1 - Technical receives a rating of "Marginal" or "Unacceptable", and/or if Factor 2 - Past Performance receives a rating of "Limited Confidence" or "No Confidence", then it will be considered ineligible for award. Award may be made to other than the lowest priced proposal if the Government determines that paying a price premium for the higher rated proposal is warranted.
The Government may also award to other than the highest rated proposal, if the Government determines that paying a price premium is not warranted.
The Government will evaluate all proposals. If discussions are conducted, the competitive range will be comprised of the most highly rated proposals. The Contracting Officer, at his/her sole discretion, may limit the number of Offerors in the competitive range for purposes of efficiency
M.5.0 Number of Contractors to be Selected
The Government anticipates selecting one contractor for the Materiel Fielding and Medical Liaison Support Services support contract. The Government reserves the right, in its sole discretion, to award one or none, depending on the quality of the proposals, the availability of funding, program risks, the continued existence of the requirement, and other Government needs.
M.6.0 Proposal Evaluation
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as areas or factors to be eligible for award. Failure to comply with the terms and conditions of the solicitation, or missing elements within Volume I, Administrative, may result in the Offeror being removed from consideration for award. Any exceptions to the solicitation's terms and conditions must be fully explained and justified.
If any element identified in Section L is omitted, the proposal will be considered incomplete and may not be subject to award. Furthermore, any proposal which does not comply with the page limitations and format restrictions listed in L.1 will be considered non-compliant and may be rejected. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.
Any significant inconsistency, if unexplained, raises a fundamental issue of the Offeror's understanding and/or ability to perform the contract. This may be a basis for rejection of the proposal. In no case shall statements similar to "we will comply with the requirements of the contract" or equivalent statements be acceptable to meet all the requirements of this Request for Proposal (RFP).
Failure to meet the due date listed in Section L.1.17 will be handled in accordance with FAR 15.208.
