About this file

This is a Standard Form 30 (SF 30) solicitation amendment for federal contract W911QY26RA0070003 issued by the U.S. Army. The amendment extends the proposal submission deadline from 23 March 2026 to 13 August 2026 and modifies multiple contract line items (CLINs) and performance periods across the base year and five option years. Performance periods for CLINs 0001 and 0002 shift from 02 April 2026 – 01 April 2027 to 02 September 2026 – 01 September 2027, with corresponding adjustments made to all option line items 1001-5003. The amendment also updates Attachment 0008 (Pricing Sheet) to version 2 and removes detailed delivery method and shipping instructions from Section F while maintaining existing electronic and postal service requirements.

The amendment reflects administrative and operational adjustments to the contract requirements. Key changes include revisions to the Inspection and Acceptance section (Section E.1), Contract Administration Data sections addressing invoicing procedures through the Wide Area Workflow (WAWF) system for both firm fixed-price and cost-reimbursement contract line items, and Organizational Conflict of Interest (OCI) mitigation plan requirements. Section H includes Invited Contractor/Technical Representative status provisions under the U.S.-Republic of Korea Status of Forces Agreement (SOFA), with detailed requirements for contractor personnel working in theater, including training, medical support, evacuation procedures, and compliance with Korean labor law. Two new DFARS clauses were incorporated: 252.225-7962 (Vendor Threat Mitigation Support to Operations) and 252.225-7975 (Additional Access to Contractor and Subcontractor Records), both effective June 2026 under Deviation 2026-O0051, and FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) effective April 2026.

Section G - Contract Administration Data

Miscellaneous text in this section has been deleted:

G.1 Invoicing and Receiving Report Instructions - Firm Fixed Price Contract CLINS

The Contractor is responsible for submitting invoices and initiating receiving reports electronically through Wide Area Workflow - Receipt and Acceptance (WAWF) for goods and services rendered under this Contract. For fixed price contracts, the WAWF 2 IN 1 format (for services), and the COMBO format (only for supplies or equipment), are the preferred methods of processing electronic invoices and receiving reports within PEOS, PM SMD. Back up documentation (such as timesheets, etc.) can be included and attached to WAWF documents as requested by the responsible COR. Attachments created in any Microsoft Office product are attachable to the invoice in WAWF.

Contractor personnel (WAWF Vendor role) shall self-register at the web site: https://wawf.eb. mil/, and be activated by the Contractor's designated Electronic Business Point of Contact. WAWF training is available on the internet at http://wawftraining.com.

The Contractor shall submit invoices for payment and initiate receiving reports every month.

The Government shall process invoices for payment and associated receiving reports every month.

Prior to submitting the first WAWF-RA electronic form for a given contract, Contractors should first coordinate with the assigned COR.

G.2 Invoicing and Receiving Report Instructions - Cost Reimbursement Contract CLINS

The Contractor is responsible for submitting invoices and initiating receiving reports electronically through Wide Area Workflow - Receipt and Acceptance (WAWF) for goods and services rendered under this Contract. Contractors should use the WAWF cost voucher format to bill on cost-reimbursement contracts. For cost-reimbursement contracts, Defense Contract Management Agency (DCMA) has sole authority for verifying claimed costs and approving interim payment requests, and the Contracting Officer has the sole authority for approving final payment requests.

Information on completing a WAWF Cost Voucher is available on the internet at http://wawftraining.

com. WAWF documents are routed using specific location codes. To ensure proper routing the following WAWF location codes are provided for this contract in the DFARS Clause 252.232-7006 of the award document.

G.3 ORGANIZATIONAL CONFLICT OF INTEREST (OCI)

FAR (S)9.5 provides guidance to contracting activities regarding organizational conflicts of interests, whereby a contractor's commercial interests could potentially affect the objectivity of advice or recommendations provided to the government pursuant to contractual terms and provisions. A potential OCI exists whenever a contractor may: favor its own products or services (biased judgment); or, when early access to procurement-sensitive information provides an unfair competitive advantage.

The FAR encourages mitigation of conflict where possible. This clause describes the framework for a mitigation plan to be developed by the contractor, delivered to the government pursuant to Attachment 0002, and then maintained and updated by the contractor throughout the life of the contract. PEOS, PM SMD has identified three broad areas of contract support that might implicate OCI concerns; each must be addressed by the mitigation plan:

Category 1: Internal Support - Support services which by their very nature provide access to non-public and procurement sensitive information, or to the proprietary information of third parties.

Mitigation strategies may include avoidance (non-participation in specific activities) and/or administrative "firewalls" between affected personnel and other contractor employees.

Category 2: Program and/or Administrative Support - The contractor will have access to a variety of non-public information relating to PM-managed programs, including budgets, acquisition timelines and contractor performance data unrelated to a specific acquisition or solicitation.

Mitigation strategies may include avoidance (non-participation in specific activities) and/or administrative "firewalls" between affected personnel and other contractor employees.

Category 3: Product Support - The contractor may be required to provide products or services to meet the mission requirements of the organization's activities and programs. If provided, such product support services are not generally associated with procurement-sensitive information, as product support typically occurs after an item has been delivered; however, the contractor must still address OCI in the event a particular product support action implicates OCI first principles.

Mitigation strategies include avoidance, administrative firewalls, or certification that no OCI exists relating to a particular product. The Mitigation Plan shall include a comparative OCI analysis of any potential new work under this contract against all current and previous effort in support of PEOS, PM SMD.

Subcontractor Mitigation Plan. The Mitigation Plan shall include provisions for identification and resolution of potential OCIs for subcontractors and consultants and shall require that any subcontractors and/or consultants affected by potential OCIs develop their own mitigation plans (or certificates of non-applicability).

Proposals so marked will be accepted by the Government in confidence and will not be released provided the Offeror and/or Government can show, upon request under the Freedom of Information Act, that the disclosure would either impair the Government's ability to obtain necessary information in the future or cause substantial harm to the competitive position of the offeror.

L.1.1 Offerors shall submit proposals that are clear, concise, and readily readable. To ensure accurate analysis by automated evaluation tools and maintain the integrity of the source selection process, the following restrictions apply:

L.1.2 Visible Text Only: All proposal content must be presented as visible text. The inclusion of any concealed text is strictly prohibited. Concealed text includes but is not limited to:
