About this opportunity
The Department of the Army National Guard seeks instructional services for narcotics tactical operations courses through the Regional Counterdrug Training Academy (RCTA), with proposals due September 8, 2026. The procurement is a total small business set-aside (NAICS 611699, $16.5 million size standard), issued as an RFQ under firm fixed price with open market pricing and governed by the Revolutionary FAR Overhaul Part 12 effective July 28, 2026.
Place of performance is RCTA at 219 Fuller Road, Meridian, Mississippi 39309 and Camp Shelby, Hattiesburg, Mississippi 39402. Training will occur at these primary locations and potentially other military and non-military installations throughout the Southeast region, CONUS, Alaska, and Hawaii; remote classes are not authorized. The contract covers four CLINs: Basic Narcotic Investigations, Advanced Narcotics Investigation, Writing Drug Search Warrants, and Post Seizure Investigations, running September 2026 through September 2027 with exact start determined by award date.
Contractor instructors must individually possess a minimum of 15 years civilian law enforcement experience, 10 years supervising narcotics investigations, 5 years supervising narcotics investigations with wiretap orders, and 5 years teaching narcotics investigation courses, documented by written signed statements. The contract ceiling includes estimated course iterations: up to 12 Basic (40 hours over five days, up to 40 officers per iteration), 2 Advanced (40 hours over five days), 8 Writing Drug Search Warrant (24 hours over three days), and 4 Post Seizure (8 hours over one day), though these represent ceiling quantities only with no minimum guaranteed. All travel costs (airfare, mileage, lodging, per diem, rental vehicles) are included in course pricing. Quality assurance requires a minimum 75% average on student course evaluations across six deliverables: instructor presentation, instructor knowledge, hands-on training, textbook and handout materials, course strong points, and overall course rating. Award will be made to the responsible offeror whose quotation conforming to the solicitation is most advantageous to the Government based on best value in technical capability and price.
