W50S7J26QA003 – RFI No. 1

Q1. Instructor Experience Requirements – PWS 5.1.3 PWS 5.1.3 uses the terms "contractor/instructor" and, in one instance, "contractor" when describing the minimum experience requirements. Must each individual instructor proposed under the contract independently satisfy all experience requirements listed in PWS 5.1.3, including:

· 15+ years of experience in the subject matter being instructed, specifically civilian law enforcement;

· 10 years supervising narcotics-related investigations;

· 5 years supervising narcotics investigations involving wiretap orders; and

· 5 years teaching narcotics-investigation-related courses to law enforcement officers?

Alternatively, may these qualifications be satisfied collectively through the prime contractor's proposed instructional team/key personnel, with instructors assigned to courses based upon their respective subject-matter qualifications?

Answer 1: Yes, all instructors must satisfy all experience requirements listed in PWS 5.1.3.

Q2. Wiretap Supervisory Experience – PWS 5.1.3 For the requirement for five years of experience supervising narcotics investigations involving wiretap orders, does the Government specifically require five years of direct supervisory responsibility over investigations utilizing Title III electronic-surveillance orders? Please also clarify what documentation the Government expects offerors to provide within the quotation to demonstrate compliance with this requirement.

Answer 2: 5 years’ experience in wiretapping supervisor experience is required. A written and signed statement is sufficient for documentation.

Q3. Travel and Firm-Fixed-Price Course Rates PWS 1.4.1 identifies potential performance locations throughout the Southeast, other CONUS locations, Alaska, and Hawaii, while the solicitation requests firm-fixed pricing for each course iteration. Should offerors include all travel-related costs, including airfare/mileage, lodging, per diem, rental vehicles/local transportation, and other travel expenses, within the firm-fixed unit price for each course iteration?

If travel is to be included in the course price, what location or travel assumption should offerors use to permit equitable comparison of quotations? Alternatively, will travel outside the primary Meridian/Camp Shelby locations be separately authorized or reimbursed?

Answer 3: This requirement is for a firm-fixed-price contract. All costs should be included with your quote. Estimating the cost of travel or locations will be best determined by the offeror’s knowledge of typical expenses for travel cost associated with previously instructed courses. The government does not have a means to determine the location currently as it is dictated by the availability and resources throughout the year. Travel outside the Meridian/Camp Shelby locations will not be separately authorized or reimbursed. Anticipated award date is 9/15/2026. Course type and location is not determined currently. A single iteration of instruction must take place or begin by 09/30/2026.

Q4. First September 2026 Course The solicitation requires offerors to provide a date for the first class to be conducted during September 2026, while also stating that the exact period-of-performance start will depend upon the award date.

Can the Government provide the anticipated award date, course type, and location for the first September class, as well as the minimum advance notice the contractor can expect before an instructional iteration? Additionally, is the September date provided in the quotation considered a proposed availability date or a binding performance commitment?

Answer 4: Anticipated award date is 9/15/2026. Course type and location is not determined currently. A single iteration of instruction must take place or begin by 09/30/2026.

Q5. Government-Furnished Classroom Facilities and Equipment PWS Sections 3.0 and 4.1 state that the contractor is generally responsible for furnishing the property, materials, equipment, and services necessary for performance. For courses conducted at RCTA, Camp Shelby, or other Government-designated facilities, will the Government furnish normal classroom infrastructure such as classroom space, tables/chairs, projection/display capability, electrical power, and internet/network access?

Please also clarify whether the contractor is expected to furnish student manuals/handouts, testing materials, electronic classroom-response systems or equivalent testing technology, and any other instructional equipment for each course iteration.

Answer 5: Yes, the government will furnish normal classroom infrastructure such as classroom space, tables/chairs, projection/display capability, electrical power, and internet/network access. The instructor is expected to furnish student manuals/handouts, testing materials, electronic classroom-response systems or equivalent testing technology and any other instructional equipment for each course iteration.

Q6. Eight-Page Quotation Limitation The solicitation limits quotations to eight pages, including pricing and the information page. Does the eight-page limitation also include resumes, instructor qualification documentation, past-performance information, and other supporting material necessary to demonstrate compliance with PWS 5.1.3, or may such supporting documentation be submitted as attachments outside the eight-page quotation limitation?

Answer 6: Yes, the solicitation limits quotations are limited to eight pages, including pricing and the information page. However, it does not have to include additional items such as resumes, instructor qualification documentation, past-performance information, and other supporting material necessary to demonstrate compliance with PWS 5.1.3. Submitting as additional attachments would be preferred.
