About this file

This is a Request for Information (RFI) document providing clarifications to prospective offerors regarding Solicitation W50S7J26QA003 for instructional services related to narcotic investigations courses. The RFI addresses four key questions concerning proposal format, course scheduling, iteration quantities, and course materials.

Regarding proposal submission, the 8-page limit applies to pricing and company information only; resumes, instructor qualifications, past-performance documentation, and supporting materials demonstrating compliance with PWS requirements may be submitted as additional attachments. For course scheduling, the anticipated award date is September 15, 2026, with a requirement for at least one course iteration to begin by September 30, 2026; however, the specific course type and location have not yet been determined. The iteration quantities specified in the solicitation (12, 2, 8, and 4 iterations across the four course offerings) represent ceilings only, with no minimum iterations guaranteed under the contract. Finally, the Government confirmed it will provide the RCTA logo file to the selected awardee for incorporation into course slides as required by PWS Section 5.1.6.

W50S7J26QA003 – RFI No. 2

Q1. Page limit: Does the 8-page limit include the information page (company data, CAGE, TIN, UEI, POC) and the instructor qualification summary, or only the pricing and course specifications?

Answer 1: The solicitation limits quotations to eight pages for pricing and the information page. However, it does not have to include additional items such as resumes, instructor qualification documentation, past-performance information, and other supporting material necessary to demonstrate compliance with PWS 5.1.3. Submitting as additional attachments is acceptable.

Q2. First class date: For the required September start date, is the location of the first iteration known yet? Additionally, will the class date be confirmed at award, given the short window between the September 3 quote deadline and a September start?

Answer 2: Anticipated award date is 9/15/2026. Course type and location is not determined, currently. A single iteration of instruction must take place or begin by 09/30/2026.

Q3. Iteration quantities: Are the stated iteration counts (12 / 2 / 8 / 4) ceilings only, or is a minimum number of iterations guaranteed under the contract?

Answer 3: There are no minimum guarantees for iterations; however, the ceilings are 12/2/8/4 as mentioned.

Q4. Course materials: Can the Government provide the RCTA logo file to the awardee for incorporation into course slides per PWS 5.1.6?

Answer 4: Yes, the Government can confirm the RCTA logo file to the awardee.
