About this opportunity
The U.S. Department of Energy's Office of Science, through UChicago Argonne, LLC, is seeking two contractors to provide site-wide general construction services at Argonne National Laboratory via a Blanket Purchase Agreement (BPA). The solicitation (RFP 5-B164-P-00021-00) invites fixed-price proposals for comprehensive construction services, including labor, equipment, materials, and qualified supervision for facility modifications, repairs, and infrastructure work. Contractors must be prepared to compete for individual Task Orders (TOs) not expected to exceed $250,000, with proposals due by January 13, 2025, at 3:00 PM. A virtual pre-proposal meeting is scheduled for January 6, 2025, and interested parties must contact the Procurement Official, Nick Hitzler, to obtain access to detailed solicitation documents. Key qualification requirements include appropriate bonding, Davis-Bacon wage compliance, and use of the LCPtracker system for certified payroll submissions.
The contract is not set aside for small businesses, with a size standard of $45 million in average annual receipts under NAICS code 236220 for Commercial and Institutional Building Construction. The BPA will have a one-year base period with one optional one-year extension, potentially generating between 75-75 Task Orders annually with an aggregate value ranging from $500,000 to $4 million per BPA. Performance will be located in Lemont, IL 60439, covering Argonne facilities in Will and DuPage Counties. While no minimum dollar amount is guaranteed, contractors must provide payment and performance bonds of $4 million each. The government estimates potential annual task order volume, but emphasizes that this projection does not constitute a binding commitment. Successful contractors will be expected to provide fully burdened labor rates, with material markups limited to 10% and all overhead costs integrated into hourly rates.
