About this opportunity
The Department of Agriculture Agricultural Research Service seeks renovation of Building 56 at its Range Sheep Production Efficiency facility in DuBois, Idaho, with quotations due August 14, 2026. This is a Total Small Business Set-Aside, with small business size standard of $19.0 million; all responsible sources may submit.
Place of performance is DuBois, Idaho (19 Office Loop, DuBois, Idaho 83423). The scope covers approximately 900 square feet of space comprising two work areas and an office, including electrical panel replacement, HVAC installation (two ductless mini-split units), window and door replacement, interior finishes (sheetrock, paint, vinyl flooring), plumbing fixture replacement, and LED lighting removal and reinstallation. Performance period runs September 14, 2026, through January 29, 2027, with work to commence within 14 calendar days of notice to proceed and completion required within 120 calendar days. Site access is 8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays; after-hours, weekend, and holiday work is permitted with advance agency authorization.
This is a firm fixed-price RFQ for commercial construction (NAICS 238990, PSC Z2DB). Performance and payment bonds are required within 14 calendar days after award. Evaluation follows the lowest price technically acceptable method, assessing technical approach and company experience for acceptability, past performance as acceptable/neutral/unacceptable, and pricing for fair and reasonableness. Offerors must provide a technical narrative addressing all scope of work elements, company experience with three references from similar projects within the last three years, and formal pricing. Davis-Bacon prevailing wage rates apply. Amendment 1 (August 10) posted site visit sign-in sheets and RFI responses; acknowledgement of amendment is required with quote submission. Site visits were conducted July 21 and 22, 2026 (both now completed). Questions were due July 31, 2026.
