About this file

This is a Questions and Answers document for federal construction solicitation 1232SA26Q0949. The document does not address pricing, response dates, award dates, set asides, or federal contract vehicles, as it focuses exclusively on clarifications regarding project scope and execution.

The project involves Building 56 renovation with a 90-day completion requirement. Key electrical work includes installing a new 200-amp Square D Panel with an external weather-rated disconnect near the southeast corner, using EMT conduit throughout (no MC cable), and relying on conduit for grounding with continuity confirmation. Outlets and switches must be replaced and grounded, with US-made electric heaters required. HVAC scope requires two separate mini-split units (not a dual-zone single unit), each with its own thermostat, with no building automation or Direct Digital Control system integration needed. Flooring specifications call for commercial-grade vinyl sheet flooring (no glue-down LVT due to floor drain slopes), with exposed concrete walls to be painted to match baseboard color. Three windows with approximate rough-in opening dimensions of 40.5" (H) x 38" (W) must be installed with aesthetically appealing interior and exterior trim and proper insulation. Vinyl windows require standard outside-the-glass blinds only. The building will remain vacant during construction and must be maintained above freezing temperature. No asbestos is present; lead paint may exist but disturbance is below threshold. No phasing, third-party inspections, partitioning, dust containment, or negative air machines are required. The contractor may provide on-site storage or arrange their own. Site access requires agency approval; after-hours, weekend, and holiday work is permitted with advance agency authorization. On-site work is anticipated within two weeks after award notification. The government will provide temporary water and electricity at no cost.

Requests for Information Solicitation 1232SA26Q0949

Question 1: Can you provide the project estimate?

Answer 1: Estimated magnitude of construction is no longer provided.

Question 2: Can you provide a copy of the pre-bid sign-in sheets?

Answer 2: Included as an attachment.

Question 3: Building 56 currently does not have an external disconnect. 2026 NEC requires a disconnect on the outside of all buildings. Where would you like to install it?

Answer 3: New mast/weather head with external weather rated disconnect to feed new 200-amp panel. Locate near Southeast corner of building, then run conduit to panel box inside building.

Question 4: The scope of work includes replacing all outlets and switches and they must be grounded. There currently is NOT a ground wire inside the conduits. Do you want to add a ground wire or rely on the conduit for the ground?

Answer 4: Can rely on the conduit for the ground. Contractor will need to confirm continuity between outlet box back to panel.

Question 5: Is there a specific brand and type for the electric heaters?

Answer 5: No, but must be US made.

Question 6: Are all raceways required to be EMT conduit, or is MC cable permitted?

Answer 6: EMT conduit

Question 7: The current panel slated for replacement is rated at 150 amps. Major brands no longer manufacture 150-amp equipment. What amp rating would you like to use for the replacement?

Answer 7: 200 amp Square D Panel

Question 8: The HVAC is calling out for 2 new mini-split units. Can we use a dual zone single unit?

Answer 8: No

Question 9: The flooring is calling for a "commercial grade" vinyl sheet flooring. Do you have a brand/model preference? Can a commercial grade glue down LVT be used instead?

Answer 9: No glue down plank LVT due to slope to floor drains.

Question 10: The exterior walls have exposed rough concrete instead of wood baseboard. How do we "finish" this?

Answer 10: Paint exposed concrete to match baseboard color

Question 11: On the vinyl windows, you called out for horizontal blinds. Are these supposed to be "blinds between the glass"? In our experience, these blinds break and do not last. We would recommend not having this type of blinds.

Answer 11: No. Only standard “outside the glass” (not a component of the window) blinds may be used.

Question 12: On the solicitation it says Completion 120 days but in the statement of work it says 90 days. Which is correct?

Answer 12: 90 days.

Question 13: Can one individual serve simultaneously as the Superintendent, Site Safety and

Health Officer (SSHO), and Quality Control (QC) Manager for this project, or are separate personnel required for each role?

Answer 13: One person may serve.

Question 14: If material or equipment lead times are extended due to current market conditions, can the contract period of performance be adjusted after award? What is the process for requesting and obtaining such an extension?

Answer 14: Period of performance can be reviewed and discussed to address any material delays due to market conditions.

Question 15: Can the Government provide as-built drawings or additional photos of the current interior and exterior of Building 56, including utility, HVAC, and electrical panel locations, to support planning for demolition and retrofits?

Answer 15: As is drawings are not available. Photos are attached.

Question 16: If hazardous materials are discovered during demolition, what is the

Government’s protocol for testing, abatement, and consideration of schedule or cost impacts?

Answer 16: Stop work and notify the government. Any changes would be handled in accordance with FAR clause 52.236-2, Differing Site Conditions.

Question 17: Are any local or state permits required for this project beyond standard construction permits? Is the contractor responsible for obtaining and paying for all required permits?

Answer 17: None are required.

Question 18: Will the Government assist in expediting permits if delays are encountered?

Answer 18: None are required.

Question 19: Will the Government provide temporary water and electricity at no cost to the contractor during construction, or should the contractor include these costs in the proposal?

Answer 19: Yes, we can provide temporary water and electricity.

Question 20: Is there a secure, designated area on-site for storage of contractor materials and equipment, or will off-site storage be necessary?

Answer 20: As with previous projects, we have offered areas for storage. However, if the contractor is not satisfied with the sites offered, contractor is responsible for providing their preferred storage.

Question 21: Are there any special site access restrictions, background check requirements, or security protocols for contractor personnel? Will after-hours or weekend access be permitted if required for schedule recovery?

Answer 21: Contractor is required to follow site access and security/clearance procedures as designated by the agency. After hours, weekend, and holiday hours are allowed but must be approved by the agency in advance.

Question 22: Does the Government have a preferred Direct Digital Control (DDC) system or vendor for the new HVAC installations?

Answer 22: We are not requesting DDC system, the building is not automated.

Question 23: Is integration with an existing building automation or central control system required for the new ductless HVAC units? If so, please specify the system and integration requirements.

Answer 23: No, there are no building automation or central control systems in this building.

Scope does not require automation. Only asking for two thermostats, one for each unit.
