About this opportunity

The National Institute of Biomedical Imaging and Bioengineering (NIBIB), part of the National Institutes of Health, seeks award management services for the Rapid Acceleration of Diagnostics (RADx) initiative, with proposals due July 17, 2026. This is an Indefinite Quantity contract with a minimum guarantee of $200,000 and a ceiling of $149,935,000, running from August 18, 2026 through August 17, 2031.

The contractor will negotiate, award, and administer subcontracts covering validation and risk review activities within the RADx Innovation Funnel network. Primary responsibilities include developing and maintaining Standard Operating Procedures for each task order and providing comprehensive award management services including negotiations, post-award management, payments, and financial processing. The contractor must demonstrate expertise in reviewing and negotiating milestones, budgets, and timelines for biomedical research and development awards, with capability to establish terms and conditions and execute awards. Place of performance is offsite from NIH facilities. Work involves managing milestone-based contracts and providing ongoing IT and legal resource support.

A proposal intent notice is required by June 22, 2026. Clarification questions were originally due July 29 but Amendment 001 moved the deadline to June 29, 2026. Amendment 002, posted July 6, addresses vendor questions. Proposals must be submitted in searchable electronic format through the NIH eCPS website, with technical and price-cost proposals separated. The technical proposal may not exceed 30 pages, excluding front matter and specified appendices. Evaluation prioritizes technical factors, followed by cost and past performance.
