About this file
This is a Vendor Questions/Responses document for a National Institutes of Health (NIH) solicitation. The document addresses six clarifications regarding proposal submission requirements and contract terms.
Key clarifications include: (1) Offerors must submit a small business subcontracting plan if the proposed contract exceeds $9,000,000 in total estimated cost for the entire performance period, per RFO Clause 52.219-9; (2) The Technical Plan shall not exceed 30 pages, with all other attachments and supplemental pages included as appendices, though certain elements such as cover sheets, abstracts, tables of contents, personnel information, facilities, equipment, resources, schedules, cost information, and literature cited do not count toward the 30-page limit; (3) The "substudy proposal" section of the Technical Plan should describe the process and requirements for proposing, reviewing, approving, and conducting substudies within a larger research or clinical study; (4) No Data Management & Sharing Plan is required at the time of proposal submission; (5) For Sprinter awards, the $100,000 total cost per project is the anticipated subaward amount and does not include the Contractor's administrative costs; and (6) Curriculum Vitae do not contribute to the 30-page Technical Proposal limit.
