About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to provide comprehensive radon mitigation services for 200 military family housing units located on Kadena Air Base and US Marine Corps Bases in Okinawa, Japan. The contractor must furnish all labor, materials, equipment, tools, testing, planning, design, and management necessary to upgrade or install reliable and functional radon mitigation systems that reduce radon levels to under 0.8 Working Level Months per year or 4 pico-Curies per liter. Qualified contractors must possess specific professional credentials including licensed architects, electrical and mechanical engineers, and a certified radon mitigation specialist, along with registration to conduct business in Japan and appropriate construction licensing. The solicitation will use a Lowest Priced Technically Acceptable (LPTA) source selection procedure, with technical capability evaluated on an acceptable/unacceptable basis. The proposal submission deadline has been extended multiple times through four amendments, with the current due date set for September 5, 2025, at 12:00 PM local time, following previous extensions from the original July 11, 2025 deadline.

This solicitation does not include any set-aside designation and is open to full and unrestricted competition. The estimated contract value ranges between $500,000 and $1,000,000, structured as a firm-fixed price agreement with a performance period of 360 calendar days from the notice to proceed, including 88 days for survey and design activities and 272 days for construction, materials procurement, and testing. The work will be performed across multiple military housing areas in Okinawa, including Kadena Heights, Camp Lester, Chatan New, Beeson, Camp Courtney, Camp Foster, Camp McTureous, O'Donnell Garden, Sada, Stearley Heights, and Washington Heights. The project requires implementing active soil depressurization and sub-slab depressurization techniques, with mandatory pre-installation inspections, system design work, electrical and mechanical installations, and 91-day post-installation radon testing to ensure compliance with safety standards. A site visit was conducted on June 23, 2025, to allow potential contractors to assess the scope and complexity of the housing units requiring radon mitigation systems.
