About this file
This Statement of Work (SOW) details a radon mitigation system installation project for 200 housing units across multiple military installations on Okinawa, Japan. The project encompasses Military Family Housing (MFH) at Kadena Air Base and US Marine Corps Camps, including locations like Camp Courtney, Camp Foster, Camp McTureous, and various housing areas such as Beeson, Kadena Heights, and O'Donnell Garden.
The comprehensive scope requires the contractor to design and install radon mitigation systems using active soil depressurization (ASD) and sub-slab depressurization (SSD) techniques. Key requirements include pre-installation inspections, site data gathering, system design to maintain radon levels under 0.8 Working Level Months per year or 4 picoCuries per liter, electrical work, mechanical installations, and 91-day post-installation radon testing. The project has a 360-calendar day completion timeline, with 88 days allocated for survey and design and 272 days for construction, materials procurement, and testing. The contract will be firm-fixed price, with specific technical and environmental compliance standards to be followed.

1. GENERAL:
1.1 SCOPE: The Contractor shall furnish all labor, materials, equipment, tools, testing, plan, design, and management to upgrade or install reliable and functional radon mitigation system for 200 housing units. The
Contractor shall provide all labor, materials, equipment, transportation, supervision, quality control, and other items necessary to design, manage and accomplish repair /upgrade or install new radon mitigation systems
(sub-slab suction or depressurization or positive pressure ventilation) 200 housing units. Work will be comprised of Military Family Housing (MFH) located in Kadena Air Base and US Marine Corps Camps on
Okinawa, Japan.
1.2 Work includes but is not limited to pre-installation inspection, gathering of relevant site data, and review of existing drawings and radon sampling data. Determine size, location, and configuration of radon mitigation systems to continuously maintain radon levels under 0.8 Working Level Months per year (WLM/yr) or 4 pico-
Curies per liter (pCi/L) for the housing unit.
1.2.1 Housing Unit without a radon system:
a) The Contractor shall select the best efficient, feasible and effective location near the living room for the new system.
b) The Contractor shall install Complete Usable Radon Mitigation
1.3 Place of performance: Kadena Air Base (to include Camp Shields (O’Donnell Garden Housing, Camp
Lester (New Lester Housing), Camp Foster (Futenma, Chatan and Sada,) and Camp Courtney (to include Camp
McTureous)
1.4 INSTALLATION: New system shall be completed using active soil depressurization (ASD) techniques and employ sub-slab depressurization (SSD) methods. All installed exterior hardware, and components shall be corrosion resistant suitable for coastal marine environments. Provide electrical wire from new suction fan to existing circuit breaker panel board. New interior conduit shall run above ceiling as much as possible.
1.5 ASBESTOS AND LEAD BASED PAINT (LBP) SAMPLING RESULTS: Applying 40 CFR § 763.83
Homogeneous methodology (similar construction year, unit type/model, surface material, thermal system or miscellaneous material that is uniform in color and texture). All LBP samples are less than 0.5% lead by weight and Asbestos detected on 53 of 200 unit, see attachment 1.4 t test/sample results from current and historical data.
1.6 RESTORATION: The Contractor shall restore all excavated and damaged areas to same as existing adjacent surface.
1.7 POST TESTING: Following the installation of radon mitigation systems, perform radon tests in each unit in accordance with EPA Guidance (EPA 402-R-93-003), replace with current radon standard ANSI/AARST
SGM-MILB 2023 (https://standards.aarst.org/SGM-MFLB-2023/index.html#zoom=z) and Bioenvironmental
Engineering Guidebook for Radon Management 3rd Edition (1), see Attach 1.2. The radon test shall be a continuous monitoring system which will measure the radon levels over a minimum period of 91 days.
1.8 NO POST MITIGATION: Additional mitigation work following the Post Testing is not required on this contract.
1.9 Preparation of Final Report: Upon completion of the installation work, the Contractor shall provide a final report summarizing all field activities including conclusions and recommendations. In addition, the
Contractor shall provide (either as an appendix to the final report or a separate report) operations, maintenance, and warranty information on installed systems.
