About this opportunity
The National Institute of Allergy and Infectious Diseases seeks a single contractor to support radiological and nuclear medical countermeasure product development under an IDIQ contract, with proposals due August 31, 2026, and solicitation questions due July 2, 2026. Amendment 2, issued July 17, 2026, clarifies that the Government intends to issue a single award, not multiple awards.
Place of performance is the United States. The contract period runs July 1, 2027 through June 30, 2034, with a minimum guarantee of $2,500 and a maximum ceiling of $135,000,000. Work will be issued through task orders on a negotiated basis following a competitive ordering process.
The contractor must provide comprehensive facilities and expertise to develop additional radiological or nuclear medical countermeasures and support biodosimetry efforts. Required capabilities include developing animal models and new approach methodologies; conducting efficacy tests in rodent and large animal models; assessing dose-related effects; evaluating radionuclide decorporation agents; performing animal safety studies including pharmacokinetic and pharmacodynamic assessments; managing manufacturing and formulation processes; overseeing quality assurance activities; and conducting Phase I clinical safety studies.
Offerors must address federal requirements including human subjects protection under 45 CFR Part 46, institutional review board compliance, clinical trial registration and results reporting on ClinicalTrials.gov, good clinical practice training, data and safety monitoring, certificate of confidentiality protections, single institutional review board utilization for multi-site research, and inclusion of women and minorities in clinical research. Technical proposals may not exceed 250 pages inclusive of attachments (excluding title page, back page, table of contents, and section dividers); individual curriculum vitae documents are limited to 3 pages each. Offerors must be registered in SAM prior to award. The contracting officer is Karen Telphia, 240-669-2960, karen.telphia@nih.gov.
