The proposal submission deadline remains August 31, 2026, at 3:00 PM Local Time, and offerors must acknowledge receipt of this amendment by identifying the amendment number and date on each copy of their submitted proposal to avoid rejection.

The amendment clarifies several RFP requirements: (1) applicants must review the Statement of Work and RFP thoroughly to ensure compliance with all technical and business requirements; (2) it provides the missing text for Article F.4 regarding contractor submission of Human Subjects and Clinical Trial Information into the NIH Electronic Research Administration (eRA) system within fifteen calendar days of receiving a prompt from NIH or sooner as instructed by the Contracting Officer; (3) Attachment 22 containing Section K Representations, Certifications, and Other Statements of Offerors is provided for reference and available on SAM.gov; (4) the Government intends to issue a single award contract, not multiple awards; and (5) the duplicate item H.49, which duplicated H.37, was entered in error. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

RESPONSES TO QUESTIONS FROM POTENTIAL OFFERORS:

Question 1

What are the requirements needed to apply?

Response to Question 1 mailto:cornorj@niaid.nih.gov

Please review the Statement of Work to ensure you can satisfy all of the requirements listed.

Please thoroughly review the RFP for technical and business requirements, in addition to those requirements listed in the Statement of Work.

Question 2

The last paragraph of Section H.14 states: “Refer to SECTION F - NOTIFICATION OF

COMPLETION OF RESEARCH AND DEVELOPMENT DATA ENTRY IN ELECTRONIC

RESEARCH ADMINISTRATION (eRA) SYSTEM for schedule and notification requirements related to data submission in the NIH eRA system.” But there is no such language in Section F.

Can you please provide the missing text for review?

Response to Question 2

ARTICLE F.4. NOTIFICATION OF COMPLETION OF REPORTING IN ELECTRONIC

RESEARCH ADMINISTRATION (eRA) SYSTEM

The Contractor shall submit data relevant to Human Subjects and Clinical Trial Information, including any required Inclusion Enrollment Reporting, into the NIH Electronic Research

Administration (eRA) system. These requirements are described further in SECTION H -

REPORTING IN ELECTRONIC RESEARCH ADMINISTRATION (eRA) SYSTEM.

The Contractor shall submit the data within the NIH eRA system within fifteen (15) calendar days of receiving a prompt from the NIH to complete these activities, or sooner as instructed by the Contracting Officer (CO).

Following submission of data within the NIH eRA system as instructed, the Contractor shall send an e-mail notification verifying completion to the CO and the Contracting Officer’s

Representative (COR).

Question 3

The Section K attachment indicates that contractors should “Complete and INCLUDE as part of your BUSINESS PROPOSAL: SECTION K - REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF OFFERORS,” but there are no reps or certs in that section nor any link to a reps & certs form to be filled out. Can you please either provide a copy of the additional representation and certifications contractors need to make, or provide confirmation that contractors only need to submit a copy of their SAM certifications?

Response to Question 3

Attachment 22: SECTION K - REPRESENTATIONS, CERTIFICATIONS, AND OTHER

STATEMENTS OF OFFERORS is provided for your reference. Please note it is also available on SAM.gov.

Question 4

Section L.1.g “TYPE OF CONTRACT AND NUMBER OF AWARDS” indicates a single award is intended, but the Section G.3 “Task Order Procedure” appears to describe tasks being competitively bid. Please confirm whether this contract is intended to be a Multi-award Contract or a sole-source.

Response to Question 4

The Government intends on issuing a single award in response to this solicitation
