About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants is soliciting proposals for a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for comprehensive radiochemistry analysis services of environmental samples including water, sediments, and suspended materials. The contract seeks analytical services using standardized EPA and other scientific methods to test for various radioactive isotopes such as Gross Alpha/Beta, Radium, Uranium, Strontium, Cesium, Lead, Polonium, Thorium, Americium, Plutonium, Radon, Chlorine, and Iodine across different sample matrices. Testing methodologies will include alpha spectrometry, gamma spectrometry, beta counting, chemical separation, and liquid scintillation techniques. Proposals will be evaluated based on technical capabilities, quality systems, work plan, experience, and past performance, with these non-price factors being significantly more important than price in the award determination. The original proposal deadline of September 9, 2025 at noon MT has been extended to September 15, 2025 at noon MT through Amendment 0001.
This procurement is set aside for small businesses under NAICS code 541380 (Testing Laboratories) with a size standard of $19 million in annual receipts. The contract has a maximum potential value of $2.7 million over the five-year base period with an optional six-month extension, and the anticipated performance period runs from September 15, 2025 through September 14, 2030. Task orders will be issued on a firm-fixed price basis with estimated quantities ranging from 5 to 100 tests per analyte type across the contract period. The work will be performed at the National Water Quality Laboratory in Denver, Colorado. The solicitation includes detailed pricing schedules, quality assurance and quality control requirements, sample receipt protocols, and electronic data deliverable specifications to support the USGS's environmental monitoring and research objectives.
