About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is conducting market research for court reporting services across five Veterans Integrated Service Networks (VISNs 9, 10, 12, 15, and 23) in the RPO-Central Region. The procurement will require qualified Registered Professional Reporters (RPR) certified by the National Court Reporters Association (NCRA) to provide court reporting and transcription services for administrative investigations, Equal Employment Opportunity (EEO) hearings, Merit Systems Protection Board (MSPB) hearings, disciplinary appeals, and other legal proceedings at VA Medical Centers and Community-Based Outpatient Clinics. Services will be delivered on-site at VA facilities or virtually through approved platforms such as Microsoft Teams or WebEx, with reporters required to arrive 10 minutes early, administer oaths, provide notary services, and deliver transcripts within specified timeframes ranging from 1 to 15 business days depending on the transcript tier. This Request for Information (RFI) is being issued for market research purposes only under FAR Part 10 and does not constitute a commitment to award a contract; responses must be submitted via email to lenny.flagg@va.gov and Sharif.Ra-el@va.gov by April 16, 2026, at 2:00 PM Eastern Time. Potential responders should note that this is an informational notice only, they bear all costs associated with responding, and responses will not be treated as binding proposals.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 561492 (Court Reporting and Stenotype Services) with a small business size standard of $19 million. No specific award value or budget range is disclosed in this pre-solicitation notice, though the draft pricing schedule provided indicates the contract will span five years with a one-year base period followed by four one-year option periods. The scope of services encompasses an estimated 2,776 annual hours of virtual court reporting, 1,779 hours of on-site court reporting across five geographic groups, approximately 18,865 to 61,286 pages of written transcripts annually depending on return time options, transcript copying services, exhibit scanning, and reimbursable expenses including hotel, rental car, per diem, and airfare costs. The draft schedule of items appears to establish steady-state service requirements with no anticipated fluctuations in demand across the five-year contract period. Prospective contractors must provide company information, demonstrate SDVOSB status, confirm capability to service the entire region or specific VISNs, and address adequacy of the proposed line items and performance requirements outlined in the draft Performance Work Statement.
