About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9, announced its intent to sole source a Quality Compass Subscription Recompete to the National Committee for Quality Assurance (NCQA) with responses due by September 28, 2026, at 1:00 PM Eastern Time; however, the VA reserves discretion to compete the requirement based on submitted responses.
Quality Compass is a proprietary benchmarking tool providing HEDIS-based healthcare quality measures and state, regional, and national data that the VA requires to fulfill mandates under the MISSION Act of 2018 and the Commission on Care directive to measure Veterans Health Administration hospital performance against private sector standards. The subscription includes trend analysis covering up to three years of historical data, custom reporting functionality, and an optional Data Exporter feature enabling download of customized reports into Excel and access to individual plan submission data with confidence intervals. The VA has identified no competitive alternative due to Quality Compass's proprietary nature and specific granular data requirements.
The contract will be structured as a firm fixed-price agreement for a twelve-month base year plus four optional twelve-month renewal periods. The VA seeks one license providing access to Commercial, Medicaid, and Medicare (current-year) data. Use is restricted to benchmark analysis, trended data analysis, quality improvement, cost analysis, performance profiling, custom reporting, and market research within VA boundaries only.
Responses from any responsible source must be submitted in writing via email to Ronald Shelko (ronald.shelko@va.gov) and Michelle Rhodes (michelle.rhodes@va.gov) and include company name, CAGE code, SAM UEI, Dun & Bradstreet number, company address, point of contact information, and any applicable GSA contract details. Telephone calls will not be accepted.
