About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is preparing to procure a new task order for brand name or equal Qualtrics Survey Services and Sestek Virtual Agent under No Set-Aside Used, with RFI responses due November 12, 2026 at 10:00 AM Eastern Time. The Orlando VA Medical Center under the Veterans Health Administration is the customer. The RFI is for planning purposes only, no funds have been authorized or appropriated, and respondents receive no payment for response costs.
The requirement is an integrated digital experience delivered as a managed cloud service within a FedRAMP-authorized environment. It includes software licenses and hosting for up to 5,400 Orlando VA HCS users and employees, implementation and integration with the Qualtrics EX platform, VA-Orlando-designed systems, and required third-party APIs, technical account management, and support under a 5x8 Service-Level Agreement. The solution must include up to one billion OpenAI Large Language Model tokens per contract year and Qualtrics-hosted FedRAMP survey operations with sample provision and respondent remuneration management. The period of performance is one 12-month base period and four optional 12-month periods. Performance is remote, within the approved FedRAMP-authorized boundary, and electronic deliveries go to Felica Newsome-Dent.
Technical requirements include FedRAMP authorization at the appropriate impact level, Section 508 compliance, IPv6-only support, and Trusted Internet Connection compliance. Data must be encrypted using VA-approved cryptographic modules, and VA data may not be transmitted or stored outside the approved boundary. Security incidents must be reported to the VA within one hour. Generative AI requirements cite Executive Orders 13960 and 14319, OMB memorandums M-25-21, M-25-22, and M-26-04, and VA Directive 6500, including the Unbiased AI Principles. The contractor must deliver AI System/LLM documentation packages and a Software Bill of Materials.
Small businesses must address their ability to meet service subcontracting requirements under VAAR 852.219-73 and 13 CFR 125.6, including the 50% limitation on payments to non-certified Subcontracting Disadvantaged Veteran-Owned Small Businesses (SDVOSBs). RFI responses are limited to 10 pages, must be emailed to Jamie Valentine and Meghan McCloskey with the subject line "RFI - Qualtrics FedRAMP Survey Services," and must not exceed 5 MB. Responses must identify existing Government contractual vehicles, summarize capabilities against the draft PD, and cite corporate experience with agency references. Generic capability statements and marketing materials are prohibited.
