About this file

This is a Statement of Work (SOW) for a Quality Compass License subscription serving the Department of Veterans Affairs (VA) Veterans Health Administration. The VA seeks one (1) license providing access to Quality Compass Commercial, Medicaid, and Medicare (current-year) data with Data Exporter functionality. Quality Compass is utilized by the VA's Office of Performance Measurement to access NCQA's HEDIS-based measures for benchmarking VHA hospital performance, conducting competitor analysis, and supporting quality improvement initiatives as required under the MISSION Act of 2018. The Data Exporter feature enables the VA to download customized reports into Excel format and access the All Measure Download file containing individual plan submission data with confidence intervals, facilitating enhanced analysis and regional comparison reports for VA leadership.

The contract is structured as a Firm Fixed Price agreement with a performance period of twelve (12) months for the base year plus four (4) optional twelve-month renewal periods. Delivery occurs at the Contractor's site. The VA receives a non-exclusive, non-transferable license permitting use for benchmark analysis, trended data analysis, quality improvement initiatives, cost analysis, performance profiling, custom reporting, and market research. Critical restrictions include: no modifications or derivatives of the product except for regional average calculations based on VA's VISN geographic boundaries; external sharing limited to thirty (30) individual HEDIS Measure Indicators per performance period with no more than two (2) averages or percentiles per indicator; and publication rights limited to twenty (20) health plan product rates. The VA must include a specific NCQA disclaimer on all custom VISN regional averages displayed, and the license cannot be transferred or used outside the VA.

STATEMENT OF WORK:

BACKGROUND:

Quality Compass is a tool used for selecting a health plan, conducting competitor analysis, examining quality improvement and benchmarking plan performance. The Office of Performance Measurement collects and reports NCQA’s HEDIS based measures for all VHA hospitals, per the requirements of the MISSION Act of 2018. The data contained in Quality Compass is not publicly available therefore when our office is requested to provide a specific benchmark for a measure, we are unable to provide it unless we have access to this proprietary data. The ability to have regional benchmarked data allows VHA to compare hospital performance on a measure to other hospitals in the same region of the country.

Each Quality Compass product comes with different options—we can access multiple years of data at a time (up to three years trended data), with or without the Data Exporter functionality. This feature allows us to download customized reports into Excel documents for enhanced analysis, as well as provides access to the All Measure Download which is a file containing all individual plan submission data with confidence intervals. With the Data Exporter feature we will be able to export any customized report (regardless of number of measures) into excel. Also, this gives us access to the All Measure Download, which is a download file containing all individual plan submission data. We would be using this for various comparison reports for VA leadership personnel.
