About this file
This is a Special Notice and Notice of Intent to Sole Source from the Department of Veterans Affairs (VA) Regional Procurement Office Central Services Team 2 for a Quality Compass Subscription Recompete (Solicitation 36C24C26Q0039). The VA intends to issue a sole source purchase order to the National Committee for Quality Assurance (NCQA) for continued access to the Quality Compass product, a proprietary benchmarking tool containing state, regional, and national healthcare quality measures and data. The VA requires this subscription to fulfill requirements under the MISSION Act of 2018 and the Commission on Care directive to benchmark Veterans Health Administration (VHA) hospital performance against private sector healthcare delivery standards. Quality Compass provides HEDIS-based measures, trend analysis capabilities up to three years of historical data, custom reporting functionality, and an optional Data Exporter feature that enables download of customized reports into Excel format and access to all individual plan submission data with confidence intervals. The product has no identified competitive alternative due to its proprietary nature and the specific granular data details required for the VA's measurement and benchmarking processes.
Responses from any responsible source capable of meeting the requirements must be submitted in writing via email by September 28, 2026, at 1:00 PM Eastern Time to Ron Shelko (ronald.shelko@va.gov) and Michelle Rhodes (michelle.rhodes@va.gov). Required submission information includes company name, CAGE code, SAM UEI, Dun & Bradstreet number, company address, point of contact name and phone/fax numbers, and GSA contract information if applicable. The contracting office is located in Murfreesboro, Tennessee (ZIP 37129), and the Product Service Code is R605 with NAICS Code 519290 (all other information services). No solicitation document is currently available, and telephone calls will not be accepted. The VA reserves the sole discretion to determine whether to compete the requirement based on submitted responses.

Notice of Intent to Sole Source: 36C24C26Q0039
Quality Compass Subscription Recompete
Introduction:
The Department of Veterans Affairs (VA), Regional Procurement Office Central Services Team 2 intends to issue a sole source purchase order to National Committee for Quality Assurance (NCQA) for Quality Compass Subscription. This procurement is being conducted in accordance with RFO 12.102(a) Restricting Competition and RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 519290 and the Small Business Administration Size Standard is 1,000 employees.
Justification:
1. The Department of Veteran’s Affairs (VA) is granted a non-exclusive, non- transferable license to access and use Quality Compass any portion thereof, including the data contained therein (i.e., individual indicators of certain HEDIS measures, averages and percentiles) as follows: benchmark analysis; trended data analysis; quality improvement initiatives; data analysis; cost analysis; analysis of performance from year to year; profiling performance goals and surveillance; custom reporting; market research; and/or marketing/advertising plan performance (the “License”). No modifications or derivatives of the Product or data therein is permitted except for calculation of regional averages of performance based on the VA’s Veterans Integrated Service Network (VISN) geographic boundaries. The VA agrees to include the following disclaimer as a footnote wherever the custom VISN regional averages are displayed: “*VISN Regional Average is derived from QC state data based on states within the given VISN. NCQA has not validated and disclaims all liability for this calculation.” The License may not be transferred or used outside the VA.
1.
1. In each period of performance (Base Year and for each Option Year), the maximum number of individual HEDIS Measure Indicators contained in the Product which may be shared externally by the VA (whether in a single or multiple reports) is thirty (30), and no more than two (2) averages or percentiles per HEDIS Measure Indicator. The VA may publish (whether in a single or multiple publications) the information for a maximum of twenty (20) health plan product rates contained in the Product.
1.
NCQA offers a proprietary product “Quality Compass” with a comprehensive list of measures and benchmarks which may only be made available with the purchase of their product, Quality Compass. Quality Compass contains state, regional and national data which would allow VHA to compare delivery of care (quality measures) in the VHA system to the private sector.
The NCQA Quality Compass product has no equivalent competition in providing the measure benchmark data due to the proprietary mechanisms’ health plans must adhere to for accreditation. The VA has benchmarked these measures (Nationally) for a significant amount of time. Quality Compass fits into the Commission on Care requirement to be able to benchmark (equivalently) to the private sector essentially limits the VA to utilizing this product to meet these requirements. No other product provides the granular data details that the VA must have in order to drive our measurement benchmarking process toward the legal requirements.
Background:
Quality Compass is a tool used for selecting a health plan, conducting competitor analysis, examining quality improvement and benchmarking plan performance. The Office of Performance Measurement collects and reports NCQA’s HEDIS based measures for all VHA hospitals, per the requirements of the MISSION Act of 2018. The data contained in Quality Compass is not publicly available therefore when our office is requested to provide a specific benchmark for a measure, we are unable to provide it unless we have access to this proprietary data. The ability to have regional benchmarked data allows VHA to compare hospital performance on a measure to other hospitals in the same region of the country.
Each Quality Compass product comes with different options—we can access multiple years of data at a time (up to three years trended data), with or without the Data Exporter functionality. This feature allows us to download customized reports into Excel documents for enhanced analysis, as well as provides access to the All Measure Download which is a file containing all individual plan submission data with confidence intervals. With the Data Exporter feature we will be able to export any customized report (regardless of number of measures) into excel. Also, this gives us access to the All Measure Download, which is a download file containing all individual plan submission data. We would be using this for various comparison reports for VA leadership personnel.
Submittal Information:
As stated above, this is an Intent to Sole Source. No solicitation document is available and telephone calls will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the PWS. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
Responses to this notice are due in writing via email on or before 1:00PM (Eastern) on Monday September 28, 2026, to Ron Shelko via email at Ronald.Shelko@va.gov, and Michelle Rhodes at Michelle.Rhodes@va.gov.
All responses must include the following information: Company name, Cage code, SAM UEI, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email. The subject line for correspondence should clearly display: 36C24C26Q0039.
