About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 16 is seeking court reporting services for the Gulf Coast Veterans Healthcare System in Biloxi, MS, and associated outpatient clinics in Alabama and Florida. The solicitation requires court reporters to provide verbatim testimony under sworn oath for Administrative Investigation Boards and legal proceedings, including certified transcription services with specific delivery timeframes. Contractors must have certified reporters with at least one year of experience, holding National Court Reporters Association or National American Association of Electronic Reporters certification. The evaluation will be based on best value, considering technical capability and past performance (both weighted equally), in addition to pricing. Quotes are due by November 29, 2024, at 12:00 PM CST, with a strict requirement for professional and timely transcription services.
The contract is set aside for small businesses under NAICS category 561492 with a size standard of $19 million. The base performance period runs from December 1, 2024, to September 30, 2025, with four potential one-year option periods extending through September 30, 2029. Services will be scheduled on an as-needed basis, with pricing structured to include a fixed appearance fee per day, price per page, and mileage rates not exceeding government-set standards. The place of performance includes multiple locations: Biloxi, MS, and outpatient clinics in Mobile, AL, Pensacola, FL, Panama City, FL, and Eglin AFB, FL. While an initial sources sought notice did not generate sufficient responses from Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to warrant a set-aside, the procurement remains open to small business participants.
