About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 is soliciting laboratory courier services for the Lexington VA Medical Center (VAMC) in Kentucky. The contractor must be a Service-Disabled Veteran-Owned Small Business (SDVOSB) certified at both offer and award and must provide daily weekday courier pickups from four Community-Based Outpatient Clinics (CBOCs) in Somerset, Morehead, Hazard, and Berea, as well as on-call evening and weekend courier service between the secondary campus and main laboratory. Evaluation will be based on technical approach (including required Quality Control and Contingency Plans), past performance (with preference for experience handling laboratory specimens and biohazardous materials), and price. Key deadlines include questions due by February 20, 2026 at 10:00 AM CDT and sealed quotations due by March 4, 2026 at 10:00 AM CST via email to Elizabeth.Trimm@va.gov. The solicitation requires contractors to comply with Service Contract Labor Standards wage determinations, maintain HIPAA compliance, provide biohazard training, obtain comprehensive automobile liability insurance, and supply uniforms and identification badges.
This procurement is exclusively set aside for SDVOSB firms with no other set-asides utilized. The previous contract (36C24921A0009) had a final fully completed option year cost of $98,806.99, providing a baseline for estimated contract value. The contract is structured as a firm-fixed-price award with a five-year term comprising one base year (April 1, 2026 – March 31, 2027) and four one-year option periods, with estimated quantities of 249 trips annually for each CBOC location and 365 unscheduled trips annually for secondary campus service. Current operations typically utilize two vehicles and drivers for weekday collections plus an additional driver for evening and weekend on-call services. Services will be performed at the Lexington VAMC main campus (1101 Veterans Drive, Lexington, KY), the Leestown Division secondary campus (2250 Leestown Road, Lexington, KY), and the four identified CBOC locations throughout Kentucky.
