About this file

This is Amendment 1 to solicitation 36C24926Q0108 for Laboratory Courier Services at the Lexington VA Medical Center, issued by the Department of Veterans Affairs Network Contracting Office 9 (Murfreesboro, TN) on February 13, 2026, with an effective date of February 23, 2026. The amendment provides responses to offeror questions and clarifies missing information regarding Small Disadvantaged Veteran-Owned Small Business (SDVOSB) subcontracting compliance requirements. The compliance measurement period is established as either by the end of the base term and each subsequent option period, or by the end of the performance period for each order issued under the contract, at the government's discretion. The proposal submission deadline is March 4, 2026 at 10:00 AM Central Time, with no mandatory site visits or pre-bid conferences required.

The amendment addresses fifteen questions from potential offerors regarding contract operations. Key clarifications include: the previous contract number (36C24921A0009) had a final full option year cost of $98,806.99; current operations typically utilize 2 vehicles and drivers for weekday collections plus an additional driver for evening and weekend on-call services; vehicles have included sedans, small SUVs, and minivans; the government will provide medical-grade coolers for specimen transport; pickup and delivery times are detailed in Sections 9.101 and 9.102 of the Performance Work Statement; and estimated annual unscheduled courier services volumes are provided in price schedules. Offerors must submit quotes with plans to meet all PWS requirements, including insurance requirements specified in Section 9.8. The contract involves transportation of laboratory specimens between the Lexington VAMC and its Community-Based Outpatient Clinics (CBOC).
