About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Program Contracting Activity Central seeks multiple awardees for a Blanket Purchase Agreement to provide fire protection and life safety services nationwide across VA Healthcare Systems in the United States and territories, with proposals due September 17, 2026 at 2:00 PM Central Time. This is a 100% small business set-aside. Amendment P01, effective September 10, 2026, extends the original September 10 deadline and incorporates consolidated questions and answers (Attachment E) addressing substantive clarifications on award structure, pricing, task order competition, and SDVOSB evaluation preference per VAAR 852.215-70 and 852.215-71.
The BPA has an estimated ceiling of $25.5 million over six calendar years following award. Individual task orders are firm-fixed-price and will not exceed $350,000 each, though mutual agreement may increase this limit. Task orders will be competed among BPA awardees using FAR Part 12 procedures. The Government estimates approximately 870 design review task orders and 58 Statement of Conditions updates annually, with no guaranteed minimum at BPA or order level.
Place of performance encompasses the United States and its territories nationwide. NAICS code is 541330, Engineering Services, with size standard $25.5 million. PSC code is R425, Support—Professional: Engineering/Technical.
The BPA requires two task order types: Fire Protection and Life Safety design reviews covering occupancy classification, construction requirements, means of egress, protection systems, and building services at Schematic Design (35%) and Construction Documents (95%) phases; and Statement of Conditions drawings preparation and updates to support Joint Commission accreditation, documenting sprinkler coverage, fire barriers, smoke barriers, hazardous areas, and related elements. Design review task order deliverables include FPLS review reports, meeting minutes, site visit reports, and Requests for Information in electronic format (PDF, Microsoft Office, AutoCAD, Revit). SOC update work spans 148 calendar days with initial deliverables due 90 days after award (70% payment) and final deliverables 30 days after VA acceptance (100% payment).
Contractor qualifications mandate minimum five years of healthcare facilities fire protection and life safety design experience with zero disciplinary action from licensing authorities in the preceding five years. Core staffing requires W-2 employees: one Project Manager with minimum two years healthcare facilities project management experience; two Fire Protection Engineers, each independently holding ABET-accredited bachelor's or master's degrees in fire protection engineering, current P.E. licenses, and five years' experience in life safety drawings, NFPA codes, sprinkler and fire alarm systems, and healthcare facility design; and one Drafter/BIM-CAD Technician with minimum two years healthcare BIM and CAD experience in Autodesk Revit and AutoCAD. The Contracting Officer may grant equivalency for Fire Protection Engineers where combined education, licensure, certifications, and experience demonstrate substantially equivalent technical competency. Staff substitutions exceeding 20 working days require Contracting Officer approval with at least 15 days' advance notice and equal or higher qualifications. Travel and per diem are non-reimbursable.
Work must comply with VHA Directive 7712, VA Fire Protection Design Manual, International Building Code, NFPA 101 Life Safety Code, NFPA National Fire Codes (excluding NFPA 5000 and 900), Joint Commission accreditation standards, and VA Technical Information Library standards. On-site inspection activities must comply with VHA infection control protocols at all times, with the highest precaution level permitted being Level II, requiring use of a mobile dust containment cart for patient care areas.
Technical evaluation is pass/fail based on staffing plan completeness, demonstrated qualifications meeting PWS minimums, disciplinary history attestation, quality control approach, and subcontracting plan compliance. Past performance will be rated on a confidence scale (Substantial, Satisfactory, Neutral, Limited, or No Confidence) based on recency, relevance, and quality. Price will be evaluated for fairness and reasonableness. To be eligible for award, offerors must achieve Pass on technical approach, minimum Neutral Confidence on past performance, and fair and reasonable pricing. Proposals must include four volumes: administrative documents, technical approach demonstrating understanding of the PWS and required qualifications, past performance references (up to three contracts completed within three years), and completed pricing using the provided Price List Template. All contractor personnel requiring access to VA facilities or information systems must undergo background investigations commensurate with risk and sensitivity levels and complete mandatory security and privacy training. Questions were due August 31, 2026 at 2:00 PM Central Time.
