About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking to procure project facilitator services to support Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC) at VA facilities nationwide. These services will provide technical, financial, and acquisition support throughout the development, award, and post-award phases of energy performance projects, including assistance with acquisition planning, feasibility assessments, investment-grade audit reviews, measurement and verification strategies, and task order negotiation and administration. Offerors must be approved as Federal Project Facilitators by the Department of Energy and comply with applicable Federal Energy Management Program (FEMP) resources and VA policies. The solicitation will be evaluated based on contractors' qualifications, experience, technical expertise, and demonstrated capability to provide unbiased advisory services consistent with federal energy performance contracting guidance. The response deadline for this pre-solicitation notice is April 17, 2026, at 3:00 PM Eastern Time, with the full solicitation to be posted electronically on the Governmentwide point of entry.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541330 (Engineering Services) with a small business size standard of $25.5 million. No incumbent contractors or current contract holders are identified in this pre-solicitation notice. The contract will be structured as a multiple-award, five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with individual task orders issued on a firm-fixed-price basis, allowing for variable scope, size, and location across single or multiple VA sites. While no specific budget or award value is disclosed in the pre-solicitation materials, the contract's nationwide scope and five-year duration suggest a significant overall opportunity with the potential for substantial cumulative task order values across the VA facility portfolio.
