The resulting contracts will support VA’s energy resilience, reliability, and efficiency objectives by furnishing experienced, unbiased advisors to assist VA acquisition and technical teams throughout the development, award, and post‑award performance of ESPC and UESC projects, consistent with federal performance contracting guidance.
