About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 seeks a domestic commercial contractor to conduct telephone-based outcome assessment interviews for veterans receiving mental health and suicide prevention services, with proposals due June 26, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside RFQ.

Place of performance is the VA Office of Mental Health/NEPEC at VAMC West Haven, 950 Campbell Ave, West Haven, Connecticut 06516. The NAICS code is 541910 with a $22.5 million small business size standard; PSC is R408.

The contractor must complete 16,000 pairs of baseline and follow-up telephone interviews annually, plus an additional 150–200 pairs for the VA's Puppies Assisting Wounded Servicemembers pilot program. Baseline interviews must occur within 30 days of a veteran's initial mental health appointment, with follow-ups conducted 160–190 days later using VA-provided standardized protocols. Interviews must be conducted between 10:00 AM and 8:00 PM across all U.S. time zones, Monday through Friday, excluding federal holidays. The contractor must contact veterans within two weeks of receiving contact information.

All contractor personnel must complete VA security training (TMS Information Security and HIPAA) and CITI Program human subjects protection training. Key personnel include a Contract Manager with experience running call centers or overseeing 1,000+ telephone interviews and a Clinical Director holding a master's or bachelor's degree in a mental health-related field. The contractor furnishes all facilities, equipment, supplies, and staff; VHA provides veteran contact information and interview materials.

The contract is firm-fixed price with a one-year base period and two optional 12-month extension years. Offerors must be registered in SAM.gov and certified through SBA VetCert as service-disabled veteran-owned small businesses prior to award and must complete VA Form 10091 for vendorization. Questions were due June 4, 2026. Evaluation addresses technical capability, pricing, and three past performance references for equivalent services within four years.
