About this opportunity
The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) is seeking enterprise risk management services through Request for Information (RFI) 36C10D25Q0195 under Product Service Code R408 and NAICS code 541611 (Administrative Management and General Management Consulting Services). The VA is soliciting vendor capabilities and information to support enterprise risk management processes, with a specific focus on advancing risk governance, integrating risk information with management functions, and conducting enterprise risk assessments in alignment with OMB Circular A-123. Interested vendors must submit detailed information including company background, socio-economic status, past performance examples, personnel qualifications, and rough cost estimates by December 1, 2025 at 10:00 EST. The VA will use responses to this RFI to develop its acquisition strategy for enterprise risk management within the Office of Financial Management. This is an information-gathering exercise with no guaranteed procurement, meaning responses will inform future solicitation development rather than result in immediate contract awards. Additionally, an amendment to this notice removes a previous 8(a) set-aside designation, opening participation to all interested vendors.
This RFI carries no set-aside designation and does not identify any incumbent contractors or current service providers. No specific award value or budget range has been disclosed in the pre-solicitation notice. The solicitation emphasizes that if an entity has already submitted a response to the RFI, no additional submission should be provided, and all interested vendors are invited to respond as instructed within the published documentation. The deadline for submission is December 1, 2025 at 10:00 EST, with responses due to the VA for evaluation and strategic planning purposes. The nature of this RFI as an information-gathering tool means that specific contract timelines and service delivery schedules have not yet been established and will likely be determined following vendor feedback.
