About this opportunity

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Carahsoft Technology Corporation for the purchase of Qualtrics Platform Licensing Agreement and Support. The CDC requires access to a platform that combines a streamlined user interface with essential capabilities including pre-screening, real-time recruitment monitoring, and potential future integration of scheduling and remuneration processes. The platform must accommodate the complex workflow requirements of the Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER), which currently relies on labor-intensive recruitment methods characterized by extensive phone calls and manual scheduling. This procurement is being conducted under the authority of FAR 8.405-6 "Limiting Sources" and 41 U.S.C. 3304(a), allowing the government to solicit and negotiate with only one source. Interested vendors must provide clear evidence of their capability and submit responses to the Contracting Officer at xur0@cdc.gov by 11:00 AM ET on September 16, 2025.

This opportunity does not utilize any set-aside designation and identifies Carahsoft Technology Corporation as the intended sole source contractor for the Qualtrics licensing solution. The procurement is designed to support CCQDER's research activities, which involve an estimated 8-12 projects annually requiring between 200-500 participants total. The anticipated period of performance runs from September 22, 2025, through September 21, 2026, representing a one-year contract term. While no specific contract value is disclosed in this pre-solicitation notice, the procurement falls under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The government emphasizes that any determination not to compete this proposed contract based on responses to this notice remains solely within their discretion, and information received will primarily be used to determine whether to conduct a competitive procurement process.
