About this opportunity
The National Institute of Standards and Technology (NIST) Engineering Laboratory is soliciting quotations for Qualtrics FedRAMP Survey Services, including sampling and remuneration services, under NAICS Code 541910 (Marketing Research and Public Opinion Polling). The contractor will be responsible for providing survey respondent services, sample frame management, and remuneration services using the Qualtrics platform, with an expectation of supporting up to 100 surveys and delivering no more than 15,000 survey responses across the entire period of performance. Award will be made to the responsible offeror whose quotation provides the best value to the Government, with the Technical Capability factor weighted as more important than Price, and offerors must demonstrate their technical approach, understanding of the Statement of Work, and prior relevant experience from the last three years. The Government intends to award without discussions but reserves the right to request clarifications, and all offerors must be active registrants in the System for Award Management (SAM) at the time of solicitation close. Questions must be submitted electronically to Jennifer Lohmeier at Jennifer.lohmeier@nist.gov by February 25, 2026, at 10:00 AM ET, with quotations due by March 5, 2026, at 10:00 AM ET; quotations must remain valid for a minimum of 60 calendar days following solicitation close.
This is an unrestricted procurement with no set-aside designation, allowing all qualified offerors to compete. The contract will be structured as a hybrid Firm-Fixed Price and Time and Material purchase order with an estimated start date of March 1, 2026, consisting of a base period of twelve months (March 1, 2026 through February 28, 2027) plus two optional twelve-month extension periods, for a maximum total contract duration of 36 months. The pricing structure includes base Qualtrics survey services with firm-fixed price quotations to be provided by offerors, Task 1.4 remuneration capped at $12,000 for the base period, Optional Task 1 remuneration capped at $5,000, and Optional Task 2 remuneration capped at $10,000, with all remuneration line items having specified not-to-exceed amounts. All work will be performed at the contractor's own facility, with typical incentive values to survey respondents ranging between $5 and $30 per respondent and delivery of incentives via gift cards within seven business days. The place of performance is the United States.
