About this file
This is a Statement of Work for Qualtrics FedRAMP Survey Services for the National Institute of Standards and Technology (NIST) Engineering Laboratory. The contract (Solicitation Number: 1333ND26QNB730025) requires the contractor to provide survey respondent services, survey frame management, and remuneration services using the Qualtrics platform. The base period runs from March 1, 2026 through February 28, 2026, with two optional 12-month extension periods (March 1, 2027–February 28, 2027 and March 1, 2028–February 28, 2028). The contractor will perform all work at its own facility and is responsible for managing incentive delivery via gift cards to survey respondents within seven business days of receiving respondent information.
Task 1 requires the contractor to provide survey respondent and sample frame services for up to 100 surveys, drawing from general populations, homeowners, and small/medium businesses. The contractor must deliver quality responses only (determined by successful completion of attention check questions) in CSV format, verify incentive receipt via redemption logs, and provide written quotes for each survey deployment. Total remuneration across all surveys under Task 1 cannot exceed $12,000, with typical incentive values between $5–$30 per respondent. Optional Tasks 1 and 2 allow for additional survey collections with remuneration caps of $5,000 and $10,000 respectively. Deliverables include written quotes (within 1 week of sample frame request), weekly data and redemption log submissions, and monthly status reports. NIST's Technical Point of Contact or Contracting Officer Representative must approve the cost per respondent in writing before work begins. The payment structure is hybrid Firm-Fixed Price and Time & Material, with invoicing upon task completion and acceptance by NIST.

STATEMENT OF WORK
Title: Qualtrics FedRAMP Survey Services, including Sampling and Remuneration
Services
I. BACKGROUND INFORMATION
The Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) conducts survey and data collection to support a number of projects. Data collection instruments (i.e., surveys) help gather data otherwise unavailable and fill in important gaps in understanding decision-making processes and individual-level outcomes. In the current survey collection, the survey scripting, sampling, and data collection will be conducted by NIST and NIST-associated researchers. NIST requires remuneration and survey sampling services (e.g., survey frame) to be performed by a contactor using the Qualtrics software.
The EL has built a number of data collection instruments in collaboration with other institutions using the Qualtrics Platform. Of the survey tools approved for use at NIST, Qualtrics is the only platform that can successfully support the EL’s ongoing data collection needs as well as the requirement for remuneration services for survey respondents in upcoming critical work. Only Qualtrics allows for increased data quality, reduced burden on the respondent, and complex study design. In addition, Qualtrics offers more advanced reporting options with complex analytics capabilities built into the platform. It also provides multiple options to create branches of questions based on logic and more logic choices during survey creation/coding. Most importantly, the critical function of remuneration can take place through Qualtrics itself, which is essential for all data collections that fall under the approved PRA Generic Clearance OMB 0693- 0089 NIST Generic Clearance for Decision Science Data Collections (expiration Sept. 2027).
II. PURPOSE
The purpose of this procurement is to obtain Qualtrics FedRAMP Survey Services, including Sampling and Remuneration Services.

NOTE: Regarding Population and Remuneration services: NIST will work with the contractor to ensure the contact details necessary for the contractor to provide remuneration services on a rolling basis. Contracted online panels are acceptable/desired for Task1 and Optional Tasks.
Recruitment from NIST lists is relevant, but not the only source for recruitment. The email contacts provided in survey data collections may be maintained as a source of PII.
1.3 Provide each respondent with that individual’s remuneration amount in the form of a gift card within seven (7) business days after NIST provides the individual’s associated respondent information.
NOTE: There are no restrictions on the incentive type/brand used. The Government will work with the contractor on the specific incentives used. Translations are not needed.
1.4.Provide remuneration for the number of participants at the dollar value determined in writing by the NIST Technical Point of Contact (TPOC) or Contracting Officer Representative (COR) for a total remuneration of all participants not-to-exceed $12,000. NOTE: The contractor shall not proceed with this task until the cost per respondent is determined in writing by the TPOC or COR.
NOTE: The contractor shall not proceed with this task until the cost per respondent is determined in writing by the TPOC or COR. There is no estimate for the total number of gift cards.
However, the typical value will be between $5-$30 each.
1.5 Submit only quality responses, which will be determined by successful completion of attention check questions. Data shall be provided in .CSV format for completed survey responses. NIST develops the attention checks. Quality responses are those that do not have incorrect responses for the attention check questions.
