About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 9, is seeking to procure Employee Assistance Program (EAP) services to support the Robley Rex VA Medical Center in Louisville, Kentucky. The EAP will provide comprehensive employee support services including assessment, counseling, and referral services to address work-related problems, substance abuse, mental illness, family issues, grief, stress, and personal challenges that may impact employee performance and conduct. The contract will be evaluated using a best value approach based on three criteria: price, technical merit, and past performance, with comparative evaluation of quotations used to determine the award. The solicitation will be issued on December 8, 2025, with proposals due by December 15, 2025, and an anticipated award date of December 17, 2025. Interested parties should direct inquiries to Mario Russell at mario.russell@va.gov prior to the pre-solicitation deadline of December 8, 2025.
This contract opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), limiting competition to firms meeting this designation. The pre-solicitation notice does not identify any incumbent contractors or current service providers. No specific award value or budget range is disclosed in the pre-solicitation materials, though the scope suggests a multi-year engagement with the base contract plus four-year option structure indicated in the contract title. The services are classified under NAICS Code 624190 (Other Individual and Family Services) and PSC Code Q999 (Medical-Other), reflecting the health and wellness support nature of the work. The place of performance is the Robley Rex VA Medical Center located at 800 Zorn Avenue in Louisville, Kentucky.
