About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 10, has issued a Special Notice announcing its intent to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Central Admixture Pharmacy Services, Inc. The contract is for providing patient-specific Total Parenteral Nutrition (TPN), Lipids Emulsion, and Cardioplegia IV Solutions to the LTC Charles S. Kettles VA Medical Center Pharmacy Services in Ann Arbor, Michigan. The procurement is being conducted in accordance with FAR 13.106-1(b)(2) for solicitation from a single source. The NAICS code for this opportunity is 325412 (Pharmaceutical Preparation Manufacturing) with a size standard of 1,300 employees. The sole-source rationale is based on a Sources Sought Notice that generated only one response from the identified contractor.

The primary objective of this Special Notice is to inform potential contractors about the VA's intent to award a contract for specialized pharmaceutical preparation services without full competition. Contractors interested in challenging this sole-source determination must submit clear and convincing evidence demonstrating that competition would be advantageous to the federal government by December 23, 2024. The contract will cover an initial ordering period from January 5, 2025, to January 4, 2026, with the potential for four additional ordering periods extending through January 4, 2030. Any response must provide detailed supporting evidence of the ability to meet the requirements at no cost or obligation to the government. Interested parties must submit their responses via email directly to Michele R. Bartelt at Michele.Bartelt@va.gov, with telephone inquiries explicitly not being accepted. The VA emphasizes that this notice is not a solicitation or request for competitive quotes, and the determination not to compete the request remains solely within the government's discretion.
