About this file
This is a Special Notice announcing the Department of Veterans Affairs' (VA) intent to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Central Admixture Pharmacy Services, Inc. for Total Parenteral Nutrition (TPN), Lipids Emulsion, and Cardioplegia IV Solutions. The services will be provided to the LTC Charles S. Kettles VA Medical Center Pharmacy Services in Ann Arbor, Michigan.
The contract period will run from January 5, 2025, through January 4, 2026, with four additional ordering periods available through January 4, 2030. The sole-source justification is based on a Sources Sought notice that received only one response from Central Admixture Pharmacy Services, Inc., and the government's determination that only this contractor can provide patient-specific solutions with same-day delivery service. The NAICS code is 325412 (Pharmaceutical Preparation Manufacturing) with a size standard of 1,300 employees. Interested parties must submit responses demonstrating their capability to Michele R. Bartelt at Michele.Bartelt@va.gov by December 23, 2024, at 1:00 PM Eastern Time.

DESCRIPTION
Intent to Sole Source The Department of Veterans Affairs, SAO Central, Network Contracting Office (NCO) 10, intents to enter into a Sole Source Procurement for Total Parenteral Nutrition (TPN), Lipids Emulsion, and Cardioplegia IV Solutions for the LTC Charles S. Kettles VA Medical Center, Pharmacy Services, 2215 Fuller Road, Ann Arbor, Michigan 48105-2303.
In accordance with FAR 13.106-1(b)(2) Soliciting from a Single Source, the Department of Veterans Affairs intent to award an Indefinite Delivery Indefinite Quantity Contract on a Sole Source Basis with the following Contractor:
Central Admixture Pharmacy Services, Inc.
18012 Cowan, Suite 250 Irvine, CA 92614-5844
The NAICS Code is 325412, Pharmaceutical Preparation Manufacturing and the Size Standard is 1,300 Employees.
The Contractor shall furnish the facility with patient specific Total Parenteral Nutrition (TPN), Lipids Emulsion, and Cardioplegia IV Solutions.
The ordering period shall begin on January 05, 2025, and shall expire on January 04, 2026, with four (4) additional Ordering Periods expiring on January 04, 2030, which is based solely on the discretion of the Federal Government.
The Sole Source Rationale is based on the Governments belief that these Total Parenteral Nutrition (TPN), Lipids Emulsion, and Cardioplegia IV Solutions that are patient specific with same day delivery service can only be performed by Central Admixture Pharmacy Services, Inc. This is based on the results of a Sources Sought Notice that was posted on SAM.gov and generated one (1) response from Central Admixture Pharmacy Services, Inc.
This Notice of Intent is not a Solicitation or Request for Competitive Quotes or Offers. No solicitation package is available. A determination not to compete this request is solely within the discretion of the Federal Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Federal Government. Supporting evidence must be furnished in detail to demonstrate the ability to meet the subject requirements. This information shall be provided at no cost or obligation to the Federal Government. Responses must be submitted to Michele R. Bartelt via email at Michele.Bartelt@va.gov Telephone inquiries will not be accepted.
