About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is soliciting proposals for Patient Elopement and Wandering (PEW) Prevention Systems across VISN 21 healthcare facilities, with proposals due July 13, 2026 and questions due June 22, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses.

This is an IDIQ contract with a $5 million ceiling and a four-year ordering period; individual task orders are firm fixed price with potential extension up to 12 months beyond the ordering period. Place of performance spans seven Veterans Health Administration facilities across VISN 21 in California, Nevada, and Hawaii. The contracting office is in Eatontown, New Jersey, with point of contact Juan C. Perez (Juan.Perez5@va.gov).

VISN 21 currently operates three different PEW platforms (CenTrak Wander Management, Securitas WanderGuard, and Accutech ResidentGuard) across Community Living Centers, inpatient medical units, Emergency Departments, and Behavioral Health settings. The VA requires the contractor to maintain existing systems while designing and implementing a unified, enterprise-capable PEW solution that achieves 99% room-level location accuracy and standardizes operations across all VISN 21 facilities.

The contractor must deliver comprehensive hardware and software provisioning, factory and site acceptance testing, training, documentation, and long-term operations and sustainment. The solution must comply with VA cybersecurity requirements including FIPS encryption, PIV authentication, and VA Critical Security Controls. On-premises hosting within VA infrastructure is preferred; fully FedRAMP-authorized cloud solutions are acceptable. The contractor must maintain formal teaming agreements or authorized reseller status with original equipment manufacturers and provide one-year manufacturer warranties with two-hour help desk response and 10 business day on-site service completion. All installation must adhere to VA Infection Control Risk Assessment protocols. NAICS 541519; PSC Q201.

Update #1 ·

The Department of Veterans Affairs (VA) Sierra Pacific Network (VISN 21) operates multiple Patient Elopement and Wandering (PEW) Prevention Systems across its healthcare facilities to protect vulnerable patient populations at risk of elopement, wandering, or unauthorized exit. These technologies are essential components of patient safety programs in Community Living Centers, inpatient medical units, Emergency Departments, and Behavioral Health settings.

Over time, individual facilities have implemented and expanded PEW systems independently, resulting in a mixture of three differing platforms (see table 1), varying generations of hardware, and inconsistent architectural approaches. This diversity increases the complexity of system support, elevates sustainment costs, complicates clinical standardization, and limits VISN-wide operational interoperability. To ensure continuity of patient safety operations while improving future scalability, VISN 21 requires a coordinated effort to maintain its current systems and to develop a unified, enterprise-capable PEW solution that will support all VISN 21 healthcare systems under a common standard.

Questions should be submitted no later than 22 June 2026.
