About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a Patient Elopement Prevention system being procured by the Department of Veterans Affairs Technology Acquisition Center. The solicitation number is 36C10B26R0020, and the contract is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement with no predetermined option years. The amendment primarily consists of a Question and Answer section addressing 33 industry inquiries regarding system design, integration requirements, infrastructure, cybersecurity, and contract structure.

Key technical clarifications confirm that offerors may modify the provided CLIN structure and add additional CLINs as needed; perimeter-based elopement prevention solutions are acceptable alongside room-level tracking and geofencing; and Telocator Alphanumeric Protocol (TAP) integration is acceptable. The Government will provide VA facility information and network connectivity details at the task order level, while offerors are responsible for all RMF artifacts and cybersecurity compliance documentation. The preferred deployment model is on-premises hosting within VA infrastructure, though fully FedRAMP-authorized cloud solutions may be proposed. Offerors must structure pricing with separate line items for hardware, software licensing, recurring services, and other cost elements. Equivalent or alternate solutions are acceptable provided they comply with applicable VA requirements and standards. All installation activities must adhere to VA Infection Control Risk Assessment (ICRA) protocols and clinical installation standards, with site-specific labor requirements and constraints to be confirmed at the task order level.
