About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Puget Sound is soliciting retrofit kits, technical services, and spare parts for purifier separator systems aboard Lewis and Clark Class ships, specifically T-AKE-3 class vessels. This sole source procurement seeks an authorized GEA Westfalia OEM Technical Representative to troubleshoot and service two Westfalia Separator Model OSD 18-91-067/18 purifiers (one fuel oil unit and two lube oil units) located in Purifier Room 4-70-2. Key contract requirements include supplying retrofit kits, SD cards, spare CPUs, and spare HMI units, as well as providing on-site technical services including PLC and display programming, operational testing, bowl investigation for the lube oil purifier, crew training on maintenance and operational parameters, and a comprehensive Condition Found Report with recommendations and spare parts requirements. The Government will award a firm fixed-price contract to the quoter deemed in the best interest of the Government based on evaluation of pricing reasonableness and past performance, with all quoters required to identify any exceptions from specifications, terms, and conditions. The solicitation was posted on February 13, 2026, with a closing date of February 19, 2026 at 10:00 AM, and all submissions must be made electronically with questions directed to Jeremy Wells at Jeremy.a.wells.civ@us.navy.mil.
This is a sole source procurement with no small business set-aside designation, anticipated to be awarded to GEA Westfalia based on the sole source justification. The place of performance is Thailand, where the purifier systems are located aboard the vessel. The solicitation requires materials to be shipped as soon as available with multiple shipments acceptable, and all work must be completed to the satisfaction of the Military Sealift Command Representative (MSCREP). The contract includes mandatory cybersecurity requirements at CMMC Level 1, item unique identification protocols, and antiterrorism/force protection protocols applicable to work performed outside the United States. All prospective offerors must be registered in the System for Awards Management (SAM) at sam.gov to receive a Government Award, and payment will be submitted via the Wide Area Workflow (WAWF) system. While no specific contract value is disclosed in the solicitation notice, the scope encompasses comprehensive retrofit and technical service delivery for critical marine purification equipment.
