About this opportunity

The Naval Surface Warfare Center Indian Head Division (NSWC, IHD) has issued a Special Notice of Intent to Sole Source a firm fixed price contract to Hexagon Manufacturing Intelligence for purchasing and installing updated software on two Coordinate Measuring Machines (CMMs). The contract opportunity, identified under NAICS code 541519 and FSC code 7D20, is being pursued through a noncompetitive procurement process under FAR 13.106(b). The Navy has determined that Hexagon is the only known source capable of meeting their specific software update requirements for precision measurement equipment used in critical component inspections. The solicitation is specifically for software updates that will restore full functionality to decade-old CMM systems used for man-rated and ordnance component inspections for the Navy and NATO.

Interested contractors must submit capability statements by June 6, 2025, at 10:00 AM EST to demonstrate their ability to perform the work. Responses must be emailed to Natella Calliste and provide clear evidence of capability, with oral communications explicitly not accepted. To be eligible, vendors must be registered in the System for Award Management (SAM) and provide compelling documentation showing potential competitive advantage to the government. The contract will be a firm fixed price agreement with a 60-day performance period from contract execution. Any responses will be evaluated solely to determine whether a competitive procurement might be advantageous, with the final determination remaining entirely at the government's discretion. The Navy emphasizes that this notice is not a request for quotes, and vendors will not be reimbursed for any costs associated with preparing capability statements. The proposed contract will be negotiated using other than full and open competition procedures under the authority of 10 U.S.C. 2304(c)(1).
