About this opportunity

The Government Publishing Office seeks to purchase and install multiple X-ray screening systems to replace obsolete legacy equipment, with proposals due May 21, 2026 at 1:00 PM EST. Amendment C0001, effective May 7, extends the original May 15 deadline and reduces the quantity in CLIN 0001 from 10 units to 1 unit; offerors must acknowledge receipt of this amendment or face offer rejection.

Place of performance is Washington, DC 20401, with subordinate performance at Stennis, Mississippi. The procurement is unrestricted and uses a Firm Fixed Price contract type. GPO will award one contract for all required systems and does not accept partial quotes.

The solicitation covers four location categories with specified dimensional and performance requirements: five units for Posts 10, 11, 22, 35, and 41 (maximum 52.4" L × 30.1" W × 48.2" H); one unit for the Washington DC Mail Room (allowable range 70–82" L × 30–34" W × 52–57" H); two units for Main GPO and Stennis, MS (allowable range 81–88" L × 34–39" W × 55–58" H); and one pallet X-ray system for the loading dock (maximum 252" L × 96" W × 100" H with 4,400 lbs load capacity). All systems must meet minimum 20–30 mm steel penetration, operate at 100% duty cycle, include safety interlocks and high-resolution imaging, and comply with FDA 21 CFR 1020.40 and OSHA requirements. Offerors must demonstrate that any dimensional variances can be accommodated without structural modification or operational impact. All products must comply with the Trade Agreements Act. Delivery is scheduled for July 1, 2026, with installation completed within 30 days of award. Award will be made on a Lowest Price Technically Acceptable basis. The NAICS code is 334517 (Irradiation Apparatus Manufacturing); PSC is 6665 (Hazard-Detecting Instruments and Apparatus).

Notice text

The U.S. Government Publishing Office (GPO) currently operates legacy X-ray screening systems that are obsolete and no longer meet current security, safety, reliability, or operational requirements. These systems present increased risk due to reduced detection capability, limited parts availability, and diminished performance.

This project will replace existing systems with modern, high-performance X-ray screening equipment that enhances detection capabilities, improves operational efficiency, and ensures compliance with applicable federal standards. The upgraded systems will provide improved image resolution, increased reliability, and advanced functionality to support GPO’s security mission.

The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to furnish, deliver, install, configure, test, and provide training for X-ray screening systems
