About this file
This is a Questions and Answers (Q&A) document from a federal procurement addressing clarifications on a solicitation for equipment.
The document resolves three key issues raised by offerors. First, it clarifies that Section B, Item 0002 for the Washington, DC Mail Room requires a quantity of 1 unit, not 10 units as initially listed in the Quantity column. Second, regarding dimensional variances addressed in Section C.3, the Government has not established a fixed tolerance percentage but will evaluate acceptability on a case-by-case basis during technical evaluation, requiring offerors to demonstrate that any proposed variance can be accommodated within the installation space without requiring structural modifications or impacting operational use or safety, consistent with Section M evaluation criteria. Third, the Government confirms that this procurement is subject to the Trade Agreements Act (TAA), requiring all offered products to comply with TAA requirements, and directs offerors to provide country of origin information for each line item. The responses indicate this solicitation involves equipment procurement with specific dimensional and compliance requirements for federal facilities.

Document Section Sub-Section Paragraph Question Government Response
Regarding Section B, Item 0002 (Quantity Discrepancy) (Page 4):
Section B, Item 0002 lists a quantity of "10 EA" in the Quantity column, but the Description field states "One (1) Unit Washington, DC Mail Room." Can the Government clarify if they intend to purchase one unit or ten units for this location?
It should be 1 each
Regarding Section C.3 (Dimensional Variances) (Page 6): The solicitation states that minor dimensional variances may be considered if they do not require structural modifications. Does the Government have a defined tolerance percentage (e.g., +/- 5%), or will acceptability be determined solely on a case-by-case basis during the technical evaluation?
The Government has not established a fixed tolerance percentage for dimensional variances. Acceptability will be determined on a case-by-case basis during the technical evaluation. Offerors must demonstrate that any proposed variance can be accommodated within the intended installation space without requiring structural modifications or impacting operational use or safety. The Government will evaluate dimensional compatibility in accordance with the criteria set forth in Section M
Regarding Section 9: Section I - Contract Clauses (Removal of Existing Equipment) (Page 12): Can you please provide clarification on clause 52.225? Is the requirement for this equipment either TAA or BAA?
This procurement is subject to the Trade Agreements Act (TAA). All offered products must comply with TAA requirements. Please add country of Origin for each line item
