About this file

This is a Request for Quotation (RFQ) issued by the U.S. Government Publishing Office (GPO) for the replacement of legacy X-ray screening systems across multiple GPO locations. The solicitation number is 040ADV-26-Q-0027, issued on April 28, 2026, with an offer due date of May 15, 2026 at 3:00 PM EST. The acquisition is unrestricted and uses a Firm Fixed Price contract type. The Government intends to award one contract for all required X-ray systems and will not accept partial quotes. Questions must be submitted by May 4, 2026 at 10:00 AM EST to Tawanda Mizelle (tmizelle@gpo.gov) and Jasmin Webb (jwebb@gpo.gov).

The project includes procurement, delivery, installation, testing, and training for X-ray screening systems at four location categories: five units for Washington DC Posts 10, 11, 22, 35, and 41 (maximum unit dimensions 52.4" L × 30.1" W × 48.2" H; tunnel 21" W × 14.1" H); ten units for the Washington DC Mail Room (allowable range 70–82" L × 30–34" W × 52–57" H; tunnel 21–25" W × 15–17" H); two units for Main GPO (DC) and Stennis, MS (allowable range 81–88" L × 34–39" W × 55–58" H; tunnel 25–30" W × 17–22" H); and one pallet X-ray system for the loading dock (maximum 252" L × 96" W × 100" H; tunnel 68" W × 72" H; load capacity ≥4,400 lbs). All systems must meet minimum 20–30 mm steel penetration capability, operate at 100% duty cycle, include safety interlocks and high-resolution imaging, and comply with FDA 21 CFR 1020.40 and OSHA requirements. Delivery is scheduled for July 1, 2026, with installation and assembly to be completed within 30 days of contract award. Offerors must submit two volumes: Volume I (Technical Quote demonstrating SOW compliance on an Acceptable/Unacceptable basis) and Volume II (Price Quote including equipment, delivery, installation, training, and warranty). Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror with the lowest evaluated price that is determined fair and reasonable. Payment will be made by electronic funds transfer (EFT) to GPO's Comptroller upon receipt of proper invoices submitted to invoicegpo@gpo.gov.

3. Section C - Description/Specifications/Work Statement

STATEMENT OF WORK (SOW)

Replacement of X‑Ray Screening Systems Government Publishing Office (GPO)

1. BACKGROUND:

The U.S. Government Publishing Office (GPO) currently operates legacy X-ray screening systems that are obsolete and no longer meet current security, safety, reliability, or operational requirements. These systems present increased risk due to reduced detection capability, limited parts availability, and diminished performance.

This project will replace existing systems with modern, high-performance X-ray screening equipment that enhances detection capabilities, improves operational efficiency, and ensures compliance with applicable federal standards. The upgraded systems will provide improved image resolution, increased reliability, and advanced functionality to support GPO’s security mission.

2. SCOPE:

The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to furnish, deliver, install, configure, test, and provide training for X-ray screening systems at multiple GPO locations.

The scope includes, but is not limited to:

• Removal and proper disposal of existing X-ray equipment (if directed)

• Delivery and installation of new X-ray systems

• System configuration and calibration

• Integration of all required components and accessories

• Operational testing and certification

• On-site user training

• Provision of documentation, warranties, and support plans

All systems must be fully operational and accepted by the Government prior to project completion.

This project includes the procurement, delivery, installation, testing, and training associated with replacing X‑ray screening systems across multiple GPO entry points, mail rooms, and screening areas. Work includes removal of existing systems, installation of new units, verification of operational readiness, and user training.

3. Critical Requirement:

Dimensions provided represent the Government’s available space constraints based on existing facility layouts and operational requirements. Offerors shall propose systems that fit within these constraints.

Minor dimensional variances may be considered only to the extent that the proposed system can be fully accommodated within the intended installation space without requiring structural modifications or impacting operational use.

Systems that meet or exceed performance requirements will be considered, provided they are compatible with installation locations.

4. APPLICABLE DOCUMENTS:

All equipment shall comply with applicable federal, state, and industry standards, including but not limited to:

• FDA Radiation Safety Standard: 21 CFR 1020.40

• OSHA safety requirements

• Applicable electrical and safety codes

• Manufacturer safety and radiation emission certifications

Specifications represent minimum requirements. Offerors may propose systems with equivalent or superior capabilities, even if individual characteristics vary, provided all operational needs are met.

5. TECHNICAL REQUIREMENTS

5.1 General Requirements (All Units)

All X-ray systems shall:

• Meet or exceed 20–30 mm steel penetration capability (minimum baseline)
