About this opportunity

NOAA's Western Acquisition Division intends to award a sole-source firm-fixed price purchase order to Big Fin Scientific for 22 DCS5 electronic fish measuring boards by August 6, 2026, under FAR 12.102(a) and 41 U.S.C. 1901.

Place of performance is Woods Hole, Massachusetts (National Marine Fisheries Service laboratory at 166 Water Street), with delivery required to the Observer Training Center at 25 Bernard Saint Jean Drive, East Falmouth, Massachusetts by September 1, 2026. The boards will support the Biological Port Sampling Program, which collects biological data from commercial fishing trips in northeast region ports under the Magnuson-Stevens Fishery Conservation and Management Act.

Equipment must meet specific technical specifications: modular design with maximum 15 lbs weight, internal battery with minimum 8-hour operating life, EPA IEC 529-IP67K waterproof rating (submersible), Bluetooth and USB communication, 1mm measurement accuracy with 0–100 cm range, non-sliding stylus, Android OS compatibility, and out-of-the-box compatibility with NOAA-developed data collection software. Each unit comprises a DCS5 Micro Control Box, Micro Battery Kit, 100 cm Measure Deck, and Linear Sensor Kit. The procurement includes 22 carry handle kits, 33 measurement styluses, 22 tablet mount kits for 8-inch tablets, 22 waterproof USB cables, and 22 USB wall chargers.

Big Fin Scientific (CAGE 6YR27, Cary, North Carolina) qualifies as sole source based on exclusive manufacturer status, superior water resistance rating (IP67K versus competitors' IP66K), free magnetic stylus design, and system compatibility. Market research identified two alternative suppliers whose products lack full program requirements. Big Fin Scientific offers extended warranty covering DCS5 systems for up to three years. Firms believing they can fully meet requirements may submit substantiating documentation by August 6, 2026.
