About this file
This is a Single Source Determination justification for a simplified acquisition under 41 U.S.C. 1901 and FAR Part 12.102(a).
The Department of Commerce, NOAA Acquisition and Grants Office, is procuring twenty-two (22) complete Big Fin Scientific (BFS) DCS5 electronic fish measuring boards for the Northeast Fisheries Science Center's Biological Port Sampling (BPS) Program in Woods Hole, Massachusetts. The BPS Program collects accurate biological information from commercial fishing trips in northeast region ports, operating in cold, extremely wet fish dealer environments. The DCS5 electronic measuring board must meet specific essential characteristics including modular design for reconfiguration, portability (maximum 15 lbs), internal battery with 10-hour operating life, EPA IEC 529-IP67K waterproof standard, Bluetooth and USB communication capabilities, 1mm measurement accuracy, up to 100cm measurement range, non-sliding stylus, Android OS compatibility, and compatibility with NOAA-developed data collection software. The justification identifies Big Fin Scientific, located at 101 Barriedale Circle, Cary, NC 27519 (CAGE: 6YR27), as the sole source based on three supporting rationales: compatibility with existing systems and software, exclusive licensing and manufacturer status with no authorized resellers, and unique technical capabilities including modularity, superior water resistance rating (IP67K versus competitors' IP66K), free magnetic stylus design superior to competing sliding stylus models, and U.S. manufacturing base. Market research identified two alternative suppliers whose products lack full program requirements, inadequate water intrusion ratings, and require proprietary software integration. Big Fin Scientific's extended warranty covers the DCS5 systems for up to three years.

REQUIREMENTS-26-2692
The mission of the Biological Port Sampling Program (BPS) is to collect accurate biological information from commercial fishing trips landed in ports throughout the northeast region.
The work is undertaken in fish dealers in cold, extremely wet environments. The BPS Program requires an electronic measuring board that is Bluetooth enabled and able to communicate with the Android operating system data collection software developed at, and supported by the Northeast Fisheries Science Center. While Big Fin Scientific’s DCS5 system does have proprietary software available, the system is compatible with our application out of the box, without modification. Some other companies with Bluetooth enabled measuring boards require the use of their proprietary software to capture data from the device, making incorporation of data into existing Northeast Fisheries Science Center software and databases challenging, costly, and risky. The Big Fin Scientific DCS5 is a modular system that enhances application considerably.
Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
Big Fin Scientific is the manufacturer of the DCS5 electronic fish measuring board and is the only supplier. There are no authorized resellers nor are there any other providers of warranty/repair work. All warranties and all commitments regarding the functionality of the scales will be rendered void if any unauthorized maintenance or repairs are made to this equipment. Big Fin Scientific’s extended warranty covers the entire set up for up to three (3) years for the DCS5 electronic measuring boards.
Other - Only one source is capable - The Big Fin Scientific DCS5 measuring board is a modular system that enhances application considerably. The control box and all accessories can be moved from measuring decks ranging in length from 50cm to 200cm. This is a unique feature to this manufacturer. The Big Fin Scientific DCS5 also provides a free stylus (magnetic device used to mark fish length) for making measurements. Other manufactures have stylus’ that are permanently attached to the board and slide back and forth for measurements, which have been found to be very difficult to maintain and often get damaged from dirt and fish slime. The DCS5 provides a higher level of water resistance (EPA IEC 529-IP67K) than other units, which is essential in the environment that this work occurs. Additionally, Big Fin Scientific is a U.S. based company. Other electronic measuring boards are available from foreign based companies.
5. Market Research.
Market research yielded two other primary suppliers of electronic measuring boards, Each of these manufacturers make electronic measuring boards that provide some of the program requirements, but neither provides all of the program requirements.
The is not sufficiently rated for water intrusion (EPA IEC-529-IP66K compared to the required EPA-529-IP67K). This is a significant concern in terms of the longevity in the environment employed. These boards also have a sliding stylus which have proven difficult to maintain and keep operating under the conditions in which the work is performed.
The functionality of these boards is limited compared to the Big Fin Scientific DS5 as well.
