About this file
This is a Statement of Need for the procurement of electronic measuring boards by the National Marine Fisheries Service (NMFS) laboratory located at 166 Water Street, Woods Hole, Massachusetts.
The NMFS requires 22 DCS5 electronic measuring boards to support the Biological Port Sampling Program (BPS), which collects biological data from commercial fishing trips in northeast ports. The equipment will be used to measure finfish and invertebrates in cold, wet field conditions at fish dealer facilities in compliance with the Magnuson-Stevens Fishery Conservation and Management Act. The boards must meet specific technical requirements including modular design with portability, total weight of 15 pounds or less, internal battery with minimum 8-hour capacity, Bluetooth and USB communication capability, EPA IEC 529-IP67K waterproof rating (submersible), non-sliding measurement stylus, measuring range of 0cm-100cm with 1mm accuracy, Android OS compatibility, and compatibility with NOAA-developed data collection software. Each unit consists of a DCS5 Micro Control Box, DCS5 Micro Battery Kit, DCS5 100cm Measure Deck, and DCS5 Linear Sensor Kit - 100cm. The procurement also includes accessories: 22 carry handle kits, 33 measurement styluses (pen type), 22 tablet mount kits for 8-inch tablets, 22 waterproof USB mini-to-type A cables, and 22 USB wall-chargers. Delivery is required to the Observer Training Center, 25 Bernard Saint Jean Drive, East Falmouth, Massachusetts 02536, by September 1, 2026.

STATEMENT OF NEED
REQUIREMENTS-26-2692
BACKGROUND / SCOPE / MISSION: The National Marine Fisheries Service laboratory at 166 Water Street, Woods Hole, MA has a requirement to procure 22 (twenty-two) electronic measuring boards to be used to measure finfish and invertebrates under field conditions.
INTENDED USE / PURPOSE:
The government is required to collect biological data in support of fishery stock assessments, fishery management plans, and commercial fishery reporting requirements as mandated by the MagnusonStevens Fishery Conservation and Management Act. It is mission critical to collect accurate and precise fish length data in an efficient manner in order to understand the demographics of stocks and the characteristics of commercial landings. Digital length collection has greatly improved efficiency and precision of data collected in this regard.
The mission of the Biological Port Sampling Program (BPS) is to collect accurate biological information from commercial fishing trips landed in ports throughout the northeast region. The work is undertaken in fish dealers in cold, extremely wet environments. Several years ago, investments were made in electronic fish measuring boards and tablet computers in order to move to an electronic data collection stream. This enhancement improved efficiency and accuracy of programs. Over the intervening years, the equipment has aged and technology has moved forward considerably. Further investment in technology is essential to maintaining data collection.
