About this opportunity

The Michigan Army National Guard is procuring a Mobility Enhanced Spectrum Analyzer (MESA 2.0) and Dopescope manufactured by Research Electronics International (REI) for the Army Counterintelligence Service and Technical Surveillance Countermeasures operations. This is a brand name procurement justified as sole-source since REI is the only manufacturer and supplier of the MESA available to the US Government that meets the required performance standards set by military services and the Department of Defense. The equipment must provide advanced spectrum analysis capabilities including frequency range analysis to 6 GHz, I/Q recording, WiFi and Bluetooth scanning, mobile band detection, and various RF detection features with specific technical requirements such as sweep speeds over 200 GHz/second and 25 MHz instantaneous bandwidth. The government intends to award to the lowest-priced technically acceptable quote without discussions, though reserves the right to conduct discussions if deemed necessary. The solicitation deadline is June 20, 2025, with delivery required by September 30, 2025.

This procurement is designated as a Total Small Business Set-Aside under solicitation number W50S8525QA010, limiting participation to qualified small businesses. Research Electronics International is identified as the sole manufacturer and supplier for this specialized equipment, effectively making them the only potential contractor capable of fulfilling the requirements. No specific contract value or budget range is disclosed in the solicitation materials, and pricing will be evaluated based on the lowest technically acceptable offer submitted using the government's standard pricing format. The contract will be firm-fixed price with funding contingent upon the availability of appropriated funds, meaning no legal liability exists for the government until funds are confirmed and the contractor receives written notice. Performance will occur at Selfridge Air National Guard Base in Michigan, with offerors required to complete representations and certifications electronically through SAM.gov as part of their submission requirements.
