About this file

This Absence of Competition Memorandum documents the sole-source justification for purchasing a Mobility Enhanced Spectrum Analyzer (MESA) and Dopescope from Research Electronics International (REI). The document confirms that REI is the only manufacturer and supplier of the MESA available to the US Government, meeting specific performance standards required by military services and the Department of Defense, specifically for the Army Counterintelligence Service (CGCIS) and Technical Surveillance Countermeasures (TSCM).

The memorandum cites Federal Acquisition Regulation (FAR) 13.106-1(b), which allows contracting officers to solicit from a single source when only one responsible source can satisfy agency requirements. The document notes that a Price Fair and Reasonable Determination will be accomplished prior to award, and the procurement will use simplified acquisition procedures. The solicitation (W50S8525QA010) is a Total Small Business Set-Aside, with the government intending to award to the lowest-priced technically acceptable quote from the Michigan Army National Guard.

3. The Mobility Enhanced Spectrum Analyzer (MESA) and Dopescope is required by the Army Counterintelligence Service (CGCIS) and Technical Surveillance Countermeasures (TSCM).
